Position Description: OVERVIEW

Role Description • Work collaboratively in the NCCEC with 911 call takers and dispatchers to identify behavioral health calls. This is an in-person position. There is no remote option. • Manage calls referred by Emergency Dispatchers following an initial assessment (as they qualify based on an acceptable risk level and behavioral health nexus). • Conduct follow-up calls to provide risk assessment and manage referrals and system navigation support to individuals not requiring an in-person response but wanting/needing additional support. • Partner with Emergency Dispatchers, law enforcement, and other community providers in a dynamic, multidisciplinary environment. • Effectively communicate callers needs while making internal or community referrals. • Educate individuals about mental health, substance use, and available community resources. • Complete documentation in an accurate and thorough manner. • MHPS/MHP may be cross trained to understand the roles and responsibilities of the Emergency Dispatchers. • Reporting and Data Tracking: o MHPS will track the number of calls received, calls diverted from 911, calls returned to 911, number of referrals made, number of follow ups, and the number of Behavioral Health Unit referrals. o MHPS will attend any mandatory trainings and regularly scheduled meetings to help develop and manage the program and collect data and develop reports as required. o Accurately, ethically, and efficiently document all caller interactions in the Computer Aided Dispatch (CAD) system. o Other reporting requirements as deemed necessary by the NCCCE leadership. • Capacity to Perform: o Uphold all HIPAA, OSHA, and PREA requirements and ensure compliance with all Federal and State laws, regulations, and guidelines. o Fully comply with all security regulations and directives of the assigned facility. o Understanding and managing client privacy and meeting confidentiality requirements. o Must possess strong public speaking skills.

Qualifications: Role Experience: Minimum Requirements

Mental Health Professional Supervisor (MHPS): This position requires a master’s degree in mental health, social work, or psychology and active Delaware licensure. He/she must have a minimum of five years or more of experience in the field. It is preferred that the MHPS has professional experience working in a hospital and/or crisis services. The MHPS will do shift work and fulfill all the requirements noted above Role Description section, including providing supervision to the MHP consultant position.

Other minimum qualifications: 1. Flexibility to work a rotating shift within the 911 call center. 2. Background clearance that is compliant with DELJIS/CJIS access requirements. 3. Attend staff meetings and trainings designed to increase skills and encourage professional development. 4. Appropriate licensing and insurance, as required.

Organization Description: NCCEC stives to better assist individuals calling 911 related to a behavioral health crisis (defined as substance use or mental health-related calls). The goal of this initiative is to identify, assess, and provide appropriate triage and/or interventions (e.g., intervention through referrals, mobile crisis response, police response, etc.) to effectively de-escalate and stabilize the situation. This will improve the management of behavioral health crises, including reducing the inappropriate use of emergency department services, and diverting individuals from encountering the criminal justice system.
