This position is Monday through Friday, 8:30 a.m. to 5:00 p.m., with occasional work after hours and on weekends as well as regular fieldwork to support program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding.

This is not remote work. The applicant will work from the Health Department offices or other locations as assigned. This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies on short notice, deployment to field sites, and some after-hours activities to achieve program objectives.

This position reports directly to the Community Outreach and Engagement Manager.

RESPONSIBILITIES:

Become proficient in public health preparedness guidance and be able to communicate key messaging to residents, including information about essential resources and services, public health and health education, and COVID-19 services. Coordinate engagement operations and manage the outreach unit’s canvassing program. Canvassing is conducted door-to-door in residential and business areas of the city most affected by structural inequities and public health emergencies. The canvassing program aims to offer accurate and trustworthy information about emerging public health hazards as well as essential resources and services. Lead canvassing operations in the field. This will require regular time out in the community as well as some routine and emergency after-hours work. Train, manage, and supervise field staff and volunteers to participate in engagement activities. Develop trainings and operational processes on content, safety, and logistics to build a state of readiness to engage staffing pools and volunteers in canvassing and outreach initiatives. Develop operational procedures related to engagement activities. Develop strategic goals and objectives for the canvassing program. Manage quality assurance and evaluation of the canvassing program. Maintain database and listservs to track engagement activities. Contribute to regular reporting and analysis on the quality and equity of program outreach initiatives. Along with the Health Educator and other staff, be available to develop educational curricula for public-facing trainings and educational materials on key preparedness topic areas such as extreme heat, severe storms, infectious diseases, and other emergent and ongoing public health hazards affecting the people of Philadelphia. Develop and maintain partnerships with community-based partners, faith-based organizations, service provider agencies, and other stakeholders. Ensure effective two-way communication with a variety of audiences based on stakeholder information needs, concerns, and questions. Identify and conduct outreach and engagement with partners who serve high-risk, priority communities. Collect input from partners and liaise with stakeholders to ensure the information needs of the whole community are being met. Support implementation of other outreach initiatives and field activities, including information desks, trainings, community meetings, presentations, and the development of educational materials. Develop and distribute educational guidance about COVID-19 and other public health preparedness topics. Coordinate with the team to provide feedback on messaging and disseminate educational materials and messaging throughout the community. Identify effective channels of communication for reaching target audiences, including the identification of creative, non-digital methods to promote important preparedness and emergency response information to at-risk or socially isolated populations. Contribute to the management of outreach inventory, including identifying event supplies. Participate in Public Health Preparedness program activities including trainings, exercises, and real public health response activities. Serve as a core member of the response team for the Department for a variety of emergencies. Perform other duties as assigned. Perfect candidates don’t exist! A valid driver’s license is required. EXPERIENCE:

1-2 years of experience in community-based outreach and engagement, health education, and/or partnership building required, with experience engaging with community members of diverse backgrounds Experience managing field staff, inclusive of creating, distributing, and communicating educational guidance EDUCATION: Bachelor’s degree in public health or related field preferred but not required

SALARY:
