Essential Functions • Supervise, direct and evaluate the performance of staff within the Investigations and Surveillance Program through regular Case Audits. • Assign cases for disease investigations in a timely manner and ensure that required investigations and partner notification takes place in accordance with established timelines. • Provide leadership for assuring and coordinating the availability of program services in the community. • Assure that programs follow Departmental, County, State and Federal regulations, requirements, policies and procedures • Monitor budget revenues and project changes in expenditures • Collaborate effectively with external agencies in the performance of duties • In the event of a public health emergency, employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism.
Minimum Qualifications Experience: Minimum of four years of public health, healthcare and/or related experience
Education: Bachelor’s degree in public health or a field related to the program area, such as Nutrition, Public Administration, Social Work, Emergency Preparedness, Health Administration, or a related field.

Licenses and Certifications Valid North Carolina or South Carolina Driver’s License. Must obtain and maintain a valid Mecklenburg County Vehicle Operator’s Permit.
Preferred Qualifications • Three years supervisor experience preferred • DIS (Disease Intervention Specialists) training experience preferred. • Experience working in the NC Electronic Disease Surveillance System
Knowledge, Skills and Abilities Knowledge of • Thorough knowledge of disease intervention and the effects of proper intervention and disease processes. • Knowledge of sexually transmitted diseases, trends, surveillance and most direct cost- effective theories and prevention methods. • Knowledge of Federal, State, and local policies, procedures, and regulations regarding STD’s, confidentiality, and proper treatment and counseling. • Knowledge of personnel management, and motivational techniques for better employee output and productivity. • Knowledge of interactions and human dynamics to apply them to case counseling and staff interactions. • Knowledge of Epidemiology and STD/HIV, with the ability to plan program services and long-term goals using good judgment and discretion. • Specific knowledge of principles, methods and techniques of efficient management, supervision, and evaluation. • Knowledge of conflict management and instructing others on how to deal effectively with antagonistic situations. • Thorough knowledge of disease intervention and the effects of proper intervention and disease processes.
Skills • Evaluation and application of analytical methods related to reports of disease trends and disease surveillance • Client interviewing, disease management, and client centered counseling • Written and oral communication, use of personal computers, and the ability to verbalize results to upper management when necessary. • Data collection, analysis of statistics, evaluation of the materials and preparation of reports. • Public speaking with the skill and ability to organize and motivate people to implement interventions and strategies. • Team building, to include enhancing trust within team members, gaining confidence in one’s intentions and those of the organization, as well as channeling efforts of a group towards a common goal.
