Position Description: Purpose of Job

The purpose of this classification is to provide educational support and counseling activities to families with risk factors enrolled in the evidence-based Parents as Teachers home visitation program. Focus to be on healthy pregnancies, parent-child interaction and development- centered parenting and family well-being. This is a grant- funded position

Essential Functions

The Parents as Teachers, Parent Educator Position is responsible for the following essential functions:

Provide educational support and counseling activities to parents with fidelity to Parents as Teachers (PAT) evidence-based program model and KCHD guidelines.

Complete required national PAT training and annual competency-based professional development hours to maintain national PAT Parent Educator Certificate.

Deliver all components of the Parents as Teachers model using the PAT Foundational Curriculum, implement PAT Essential Requirements and Quality Assurance Guidelines with fidelity to plan and deliver home visiting services to qualifying families.

Maintain required caseload of families, conducting personal visits with each enrolled family one to two times per month.

Complete a range of screenings for each enrolled family including but not limited to vision, hearing, physical, communication, adaptive, social emotional, and cognitive development.

Adequately prepare for all personal visits, which includes reading appropriate parent educator resources, printing and/or emailing relevant handouts and gathering materials for parent-child activities.

Conduct family assessments and screenings which include evaluating factors related to prenatal health, parenting behavior, and early development progress. Provide personal home visits that facilitate, reflect and partner with families, encouraging empowerment and self-efficacy; serve as mentor and coach to clients.

Deliver a wide range of evidence-based interventions to facilitate improved and changed behavior for family and child.

Collect data requested by PAT National Center, KCHD and program funders; complete all documentation and meet required documentation timelines regarding home visits, attendance records for PAT events, screening summaries, and other reports as requested by Program Supervisor.

Assure confidentiality of all client information and maintain professional boundaries.

Develop, prepare, and implement family plans based on the Parents as Teachers program requirements, regularly evaluating family progress and engaging family members to facilitate outcomes.

Refer individuals to community agencies based on needs and problems identified in assessments; coordinate access to needed private and public services and resources; follow up on referrals made and actions to be taken by clients.

Actively recruit families to participate in PAT program; coordinate planning, implementation, and evaluation of outreach events to build PAT presence and reputation in the community.

Monitor available data related to client and visit indicators through program data systems to assure quality of work.

Evaluate and adapt educational materials for use with clients.

Maintain appropriate and accurate documentation including electronic web-based and paper records; maintain filing/charts for assigned PAT caseload; ensure that daily calendar is up to date and accurate.

Participate in regular reflective supervision at minimum of twice monthly (totaling 2 hours); participate in staff meetings, trainings, and professional development; contribute to continuous quality improvement (CQI).

Meet contractual guidelines and accreditation requirements.

Plan, conduct and participate in educational parent group activities and/or targeted community-based events, including some after-hours and/or weekend events.

Respond to and report immediately if called upon by local, regional, or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office

Ensure regular, punctual attendance during scheduled work hours.

Perform other duties as required

Qualifications: Minimum Training & Qualifications

Bachelor’s degree in Early Childhood Studies, Education, Psychology, Social Work, or related field required; Nursing Degree preferred.

Minimum of three (3) years’ related experience

Successfully complete Parents as Teachers certification training within eighteen (6) months of hire and engage in continuing professional education post-hire.

Ability to communicate bilingually (English and Spanish) and non-smoking preferred.

Must hold and maintain a current valid Tennessee driver’s license.

Must have reliable transportation and carry appropriate insurance coverage on personal automobile

Must have a reliable home internet connection.

Must be able to enter homes of clients.

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position

Specialized Knowledge

Knowledge of child growth/development (age birth to five), parent-child relationships and related parenting needs.

Working knowledge of health care, social service and educational resources in Knox County.

Experience working in the home and familiarity with community services and supports is highly valued.

Ability to work independently with limited direct supervision.

Ability to use the Microsoft Office suite of programs including the Word processing program, Excel spreadsheet program, Access database program, and PowerPoint presentation program.

Ability to use the various online programs such as RedCap, Intergy, TennIIS, and PTBMIS

Ability to participate in occasional after-hours and/or weekend events

Physical Requirements

This position requires the ability to engage in occasional moderate effort or frequent periods of light physical activity (20-50lbs)

Occupational Hazards

Regularly perform duties in client homes that may be unhygienic or dilapidated and located in high crime areas; the Parents as Teachers, Parent Educator Position must be responsible for personal safety and security to minimize risks associated with his or her duties.
