Position Description: |
The PLACE Program (Policies for Livable, Active Communities and Environments) at the Los Angeles County Department of Public Health is seeking a Senior GIS Analyst to support its Vision Zero traffic safety initiate. Vision Zero emphasizes systematic, data-driven decision making as a key strategy for eliminating traffic deaths and severe injuries. The Senior GIS Analyst will work with high-need local cities to develop and map high injury networks (HINs) (e.g. spatial maps depicting streets and intersections with the highest incidences of fatal and severe injury traffic collisions) and lead other GIS development projects.
• Review existing HIN methodologies, develop preferred methodology, and document process for creating HINs. Develop methodology for prioritizing jurisdictions in historically disadvantaged cities to guide development of city HINs and to select a series of focus cities.
• Meet with city staff and elected officials to understand city needs and offer analyses, customized maps, and associated GIS products. Make presentations to decision makers and elected officials to explain the results of collision analyses and to gain support for improving traffic safety.
• Analyze collisions for each focus city to identify where incidents are concentrated; understand those impacted; and identify factors frequently associated with collisions (speeding, impaired driving, etc.). Develop HIN maps to help target safety improvements and prepare additional equity analyses and geospatial maps for cities. Develop scripts to automate the definition of HINs for local cities at scale, incorporating other software analysis tools and utilizing programming languages as needed.
• Prepare written reports interpreting spatial analysis for decision makers. Develop a final report for each focus city describing the data and analyses performed, including HINs, equity analyses, and other relevant geospatial maps.
• Serve as project manager for multiple concurrent ArcGIS development projects; create and monitor geocoding processes, resolve address errors, and develop and implement complex queries.
• Work with the County’s interdepartmental Vision Zero team to coordinate, plan, design, develop, test, implement, and maintain a traffic safety data dashboard using ArcGIS and other analysis tools and platforms. Analyze and depict patterns and trends in historical data using maps, charts, and tables, visually representing progress toward reducing traffic deaths and severe injuries. Qualifications: |
Minimum Qualifications:
• A bachelor’s degree from an accredited college or university with a major in geographic information systems, GIScience, geography or a closely related field that required equivalent coursework in geographic information systems; and
• At least three years of experience in the uses and operations of geographic information systems, including experience performing GIS data analysis, database management and/or GIS web application development projects and assignments (an advanced degree in geographic information systems, GIScience, geography or a closely related field that required equivalent coursework in geographic information systems may be substituted for two years of the required experience); and
• A valid California driver’s license, proof of vehicle insurance, and reliable transportation or ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Desirable Qualifications:
• Expertise in applying statistical and spatial analysis techniques to problems in public health, transportation, and/or urban planning; • Experience with transportation systems, traffic engineering principles, and/or urban planning concepts; • Experience working with collision data sets, preferably in a transportation or public safety context; • Experience explaining complex data analyses and geographic information systems to a lay audience; • Experience planning and facilitating meetings with various stakeholders; • Excellent project management skills and ability to work on quick deadlines; • Excellent oral and written communication skills; and • Computer literate and skilled in use of MS Windows-based programs, including MS Office (Word, Excel, PowerPoint, Access etc.).
