Position Description: |
The PLACE Program (Policies for Livable, Active Communities and Environments) at the Los Angeles County Department of Public Health is seeking an Outreach and Engagement Manager to lead a dynamic team providing outreach, engagement and education to prevent traffic deaths and severe injuries, especially among vulnerable groups such as seniors and communities experiencing disproportionate traffic deaths. You will apply your expertise in outreach and engagement to develop, implement and evaluate programs and collaborate with community residents, public agencies, and stakeholders to implement effective initiatives to reduce risk and save lives
• Develop and implement traffic safety programs to inform, encourage, and demonstrate how to safely walk, bike, roll and use transit to get around, with a focus on vulnerable groups (e.g. seniors) and communities experiencing disproportionate traffic deaths. • Lead and support staff in delivering presentations, walking events, and transit outings describing and demonstrating best practices for safe walking, biking, rolling, and transit use. • Lead collaborative efforts with community organizations, senior centers, and public agencies to identify needs and to plan, prepare and deliver programs. • Plan and implement focus groups and walk audits with community members to understand needs, preferences and lived experiences. • Convene meetings with stakeholders to identify issues impacting people walking, biking, rolling, and taking transit and support coalition building to advocate for needed safety improvements. • Evaluate effectiveness of programs, oversee development and implementation of surveys and interview guides, and use findings to improve program delivery and ensure goals and objectives are achieved. • Manage contracted agencies; review scopes of work and monthly reports to ensure goals and objectives are achieved; and approve invoices and budget modifications. • Prepare briefs and reports for decision makers, including a Senior Traffic Safety Report describing pedestrian deaths and severe injuries among older adults, key factors contributing to crashes, and recommendations for increasing safety. • Prepare grant applications and oversee contracted organizations providing outreach and engagement to ensure effectiveness and compliance and prepare recommendations for management on how to improve scopes of work and budgets of contracted agencies. • Work with departmental media staff to develop, implement, and evaluate traffic safety awareness campaigns using social and traditional media, flyers, websites, and oversee and development of outreach and educational materials.

Qualifications: |
Minimum Qualifications:
• A Bachelor's Degree from an accredited college or university;
• Four years of relevant experience (a Master's Degree in Public Health or related field may be substituted for one year of the required experience);
• A valid California driver’s license, proof of vehicle insurance; and reliable transportation or ability to utilize an alternate method of transportation when needed to carry out job-related essential functions.
Desirable Qualifications:
• Masters Degree in Public Health or related field; • Experience supervising staff working on public health or related initiatives; • Experience working with community members on outreach, engagement, or health education projects or programs; • Experience leading collaborative efforts with a variety of stakeholders on public health or related initiatives; • Experience providing health education programming to community members; • Experience engaging older adults on health-related topics; • Experience planning and facilitating community workshops or meetings; • Excellent oral and written communication skills; • Ability to speak and write English and Spanish fluently; and • Computer literate and skilled in use of MS Windows-based programs, including MS Office (Word, Excel, PowerPoint, Access, etc.).
