Position: Regional Administrator (MCHB) Status: Full-time, Exempt Supervisor: Vice President of Public Policy, Health Equity, and Research Date: February 3, 2025 _____________________________________________ ________________________
The Regional Administrator (RA) is responsible to the Principal Investigator and Regional Director (RD) for the day-to-day coordination and oversight of all activities related to the federally supported Southeast Region Hemophilia Network (SRHN). In the SRHN, there are two federally supported grant programs each with a corresponding Regional Administrator. The RAs have distinctive responsibilities based on the requirements of their federal grant programs. The RAs collaborate with the Regional Director to support the work of the Southeast Region Hemophilia Network:
1.The Health Services and Resources Administration (HRSA)/Maternal and Child Health Bureau’s (MCHB) Southeast Region Hemophilia Network, which includes affiliate Hemophilia Treatment Centers (HTCs) in Mississippi, Alabama, Florida, Georgia, North Carolina, South Carolina, Kentucky, and Tennessee.
2.The Centers for Disease Control and Prevention (CDC) Community Counts Bleeding Disorder Surveillance Project for affiliate HTCs in Mississippi, Alabama, Florida, Georgia
The purpose of the SRHN is to:
1) promote comprehensive clinical services – including diagnosis, treatment, prevention, education, outreach, surveillance, and outpatient pharmacy - for populations with rare, inherited bleeding and clotting disorders, through a multi-state network of hemophilia treatment centers.
2) conduct surveillance to monitor the network’s compliance, service provision, and ability to meet the goals and objectives of the program.
QUALIFICATIONS:
•Master's Degree in health administration, public health, or related field OR undergraduate degree with a minimum of 3 years of grants management experience.
•Minimum two years of experience in program planning and project management.
•Experience managing, coordinating, or overseeing federal grant programs
•Ability to read, understand, and interpret regulatory language
•Must be able to obtain and maintain 340B Basic and Advanced Certification
•Experience in data collection, interpretation and analysis
•Strong time management skills, including a demonstrated ability to meet deadlines and handle multiple priorities, and a high degree of initiative, are required.
•Critical thinking skills, decisive judgment, and the ability to work with minimal supervision.
•Ability to work independently on assigned tasks as well as to accept direction on given assignments.
•Ability to maintain confidentiality and security of information and documentation gained while performing job responsibilities
•Ability to influence and build relationships/earn credibility with internal and external customers. The position continually requires demonstrated poise, tact, and diplomacy.

•Proficient in Microsoft Office Suite applications, with knowledge, experience, and proficiency working with Excel.
•Strong written and verbal communication and presentation skills to express ideas verbally and in writing, document procedures, and professionally represent the organization to internal and external parties.
MCHB Regional Administrator Essential Functions:
•Manage all aspects of the grant lifecycle, including the pre-award, award, and post-award phases of Hemophilia of Georgia’s administration of the Health Services and Resources Administration (HRSA)/Maternal and Child Health Bureau’s (MCHB) Southeast Region Hemophilia Network, which includes affiliate Hemophilia Treatment Centers (HTCs) in Mississippi, Alabama, Florida, Georgia, North Carolina, South Carolina, Kentucky, and Tennessee.
•Maintain knowledge of the Public Health Services (PHS) Act 340B program rules and requirements as they relate to HRSA Health Services and Resources Administration (HM) designated grantees.
•Maintain knowledge of federal grant funding policies, regulations, and procedures.
•Provide technical assistance and guidance to sub-recipients on budgetary issues in collaboration with HRSA to determine whether proposed costs are reasonable, allowable, and allocable.
•Collaborate with the Regional Director, subgrantees, and others to submit the competitive application to establish the Southeast Region Hemophilia Network every five years.
•Coordinate and submit the annual HRSA/MCHB grant Noncompete Continuation report. •Administer funding allocations, oversee expenditures, and assist in the submission of year-end financial reports for the HRSA/MCHB grant.
•Provide assistance to sub-recipients participating in the HM-designated 340B program in preparing and submitting an annual financial report.
•Conduct periodic site visits (the position requires a minimum of 10 out-of-town trips per year) to ensure compliance, monitoring, and determine site-specific needs. Subsequently, provide reports to respective sub-recipients outlining strengths, findings, and recommendations.
