Under general supervision and in support of departmental initiatives and the Infrastructure Funds Regional Population Health Data model, independently leads the implementation, maintenance, and oversight of complex, effective and efficient public health-related data initiatives for the southeast Minnesota region, processes and systems including analyzing population health data, and strategic planning. Develops complex strategic metrics and goals, creates reports, and analyzes data from multiple data sources. Oversees ongoing development and measurement of public health strategic outcomes and goals. Collaborates with local health departments to identify data needs and then work to develop strategies and work plans to fill those needs. Supports a diverse, respectful, and inclusive workplace.

Examples of Work

Manages OCPHS Infrastructure Funds projects. Leads the identification of regional population health data needs and subsequent analysis of public health statistical data. Prepares data summary reports and narratives to depict gaps and trends and effectively communicates findings. Leads and facilitates meetings with regional leadership and staff from a variety of disciplines on the analysis of identifying population health data trends to inform regional and county-specific initiatives, identifies potential data challenges, determines continuous improvement strategies (operational and strategic) including the use of data to drive decision-making in public health prevention and response initiatives. Leads the creation and implementation of solutions to address complex opportunities in collaboration with regional leadership and internal stakeholders. Analyzes performance and effectiveness using indicator data, recommends targets, and monitors progress. Leads, develops, recommends, mentors, and administers quantitative and qualitative data tools in population health data management. Serves as project manager on Public Health activities requiring subject matter expertise, oversight of strategic priorities and distribution of work. Leads and mentors data users, interns, and other staff. Contributes to department, division, and county strategic planning, policy development and quality improvement. Supports the department during disease outbreaks and emergency situations that may require non-standard work hours including evenings, weekends, and holidays.

Knowledge, Skills and Abilities Required

Thorough knowledge of statistical and evaluation principles. Considerable knowledge of organizational priorities and strategy. Considerable knowledge of health outcomes or public health. Considerable knowledge of social determinants of health. Skill in developing and utilizing detailed project work plans. Skill in the use of motivational techniques and team building. Skill in the use of statistical software, i.e., SAS, SPSS, R, STATA, or other analysis tools. Skill in the use of data visualization software, i.e. Power BI, Tableau, R or other data visualization software Skill in analytical thinking and problem- solving. Skill in interpersonal, written, and verbal communication. Skill in quality improvement principles and practices. Ability to concurrently manage multiple complex projects by prioritizing work based on organizational, regional, and departmental needs and responsibilities. Ability to plan and facilitate meetings with staff from a variety of disciplines and areas. Ability to establish and maintain effective working relationships across the organization and the southeast Minnesota region. Ability to analyze complex data, create data visualizations, identify trends, and recommend actions. Ability to maintain the confidentiality of information. Ability to create detailed reports and visual aids with a high degree of accuracy. Ability to mentor, education, and train other staff and public health professionals. Ability to influence others and build consensus within a group. Ability to work independently.

Qualifications: Bachelor’s degree from an accredited college or university in public health, epidemiology, public administration, business administration, statistics, or related field and three (3) years of experience in a similar position as listed in the work functions.

OR

Master’s degree from an accredited college or university in public health, epidemiology, public administration, business administration, statistics, or related field and two (2) years of experience in a similar position as listed in the work functions.

OR

A combination of education and experience equivalent to seven (7) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.
