Position Description: The role of the Program Monitoring and Evaluation Director is to ensure that data collection, analysis, and reporting processes effectively measure program impact, inform decision-making, and enhance overall effectiveness. The Director will be responsible for designing a Monitoring and Evaluation Plan for each of these programs, including selecting and implementing case management software, and training current programmatic staff in data collection. The successful candidate will work closely with researchers at Harvard T.H. Chan School of Public Health to complete advanced training in program evaluation and to design program evaluation metrics. The Program Monitoring and Evaluation Director is a critical member of the organizational Leadership Team, working collaboratively across departments to advance the work, mission, and goals of Motherhood Beyond Bars. Motherhood Beyond Bars seeks applicants who are experienced in program evaluation and data analysis. A successful candidate is a skilled communicator, self-directed, highly organized, and attentive to detail. We’re looking for someone who has a deep commitment to the work of MBB. The candidate should be able to work independently, as part of a small team, and in a collaborative environment. The following responsibilities are typical for this position and some responsibilities may be added as the program expands.

Responsibilities

• Working collaboratively with organizational leadership, develop, implement, and maintain M&E framework, tools, and methodologies for tracking program outcomes and impact.

• Align metrics across program areas and grants with MBB’s M&E plan to ensure coherence and relevance.

• Manage the proper collection, input, and reporting of program data.

• Analyze and interpret data to provide actionable insights and recommendations for programmatic and organizational improvement.

• Perform secondary data analysis to assess the impact of MBB’s contributions to policy and community-level changes and provide recommendations for systemic advocacy initiatives.

• Support and improve the use of data management systems, providing training and onboarding for team members.

• Coordinate biweekly research team meetings.

• Attend leadership team meetings, quarterly and annual planning meetings.

Qualifications: A Successful Program Monitoring and Evaluation Director …

• Master’s degree in public health preferred.

• Someone with experience in program evaluation and data analysis, preferably in the nonprofit sector.

• Someone with experience working with team members with lived experience of incarceration, mental health, or substance use.

• Understands the tenets of intentional peer support, harm reduction, trauma-informed care, and client-centered care.

• Highly organized with strong attention to detail.

• An excellent communicator who is able to present data and findings clearly and concisely to diverse audiences.

• Able to work effectively from home; willing to travel to office 2-3 days per week. Willing to travel to Boston for collaboration with the Birth Beyond Bars team.

• Familiar with and skilled at using web-based tools and programs (G-Suite, Salesforce, etc).

• Comfortable working independently and is self-directed, while staying regularly connected to MBB staff and others in the organization.

Organization Description: About Motherhood Beyond Bars

Motherhood Beyond Bars works to break cycles of incarceration in families and provides direct assistance and support to families impacted by the legal system. We work remotely with pregnant women and new mothers in Georgia’s prisons and jails and provide education and support with the goal of family reunification. In 2020, we launched a Holistic Family Support Program (HSF), which provides direct aid to temporary caregivers selected by incarcerated women to care for her children until her sentence is complete and the family can be reunited. We are the only non-profit in Georgia with a program that reaches every infant born to a woman in prison. MBB has a groundbreaking partnership with the Harvard T.H. Chan School of Public Health that produces invaluable data through the Birth Beyond Bars research study, the first to longitudinally assess how characteristics and quality of non- maternal caregiving, as well as reunification with a formerly incarcerated mother, affect the development and well-being of children born during their mother’s incarceration in the first three years of life. The study contributes important knowledge on caregiver characteristics that promote child well-being, prevalence of developmental issues in children born during their mother’s incarceration, and trajectory of care arrangements and reunification with the incarcerated mother over the first three years of life, and factors that help or hinder successful reunification. This information is vital to develop policies and programs to ensure the well-being of these vulnerable families. In 2024, we launched a pilot jail-based program focused on supporting pregnant women through childbirth education with a special emphasis on opioid use disorders (OUD) and diverting eligible women with OUD, and other substance dependency issues, from the criminal justice system into appropriate treatment programs. With investment from the Georgia Opioid Crisis Abatement Trust in 2025, the Maternal Incarceration and Opioid Reduction Program (MIOR) will be operationalized and expanded to at least five Georgia jails. This program includes three pathways tailored to the needs of incarcerated pregnant women in Georgia’s jails: perinatal health education, diversion, and holistic family support. One key strength at Motherhood Beyond Bars is our commitment to hiring Certified Peer Specialists (CPS) and justice-impacted individuals to serve on our team. These specialists enhance the authenticity and effectiveness of our programming and provide relatable and empathetic support to the women we serve. Their firsthand knowledge and professional training enables them to offer guidance and support that is both influential and tailored to the needs of individuals in recovery and who have histories with the criminal justice system. This peer-led model ensures sensitive, impactful service delivery and appropriate, necessary programmatic growth.
