Position Description: |
Under administrative direction, directs and manages various City of El Paso Department of Public Health programs. (Program assignments to be determined by the individual’s experience and background.)
Plan, organize, and oversee public health operations including Dental, WIC, 211, Immunizations, TB, STD, and HIV/AIDS, Epidemiology, Emergency Preparedness, Laboratory, and Health Education. Involves: Coordinate with the Health Authority on issues regarding population-based health implications. Develops and submits program policy guidelines, medical protocols, and procedures. Prepares and conducts informational presentations before large and small groups. Advise the Public Health Director on community health issues, including environmental issues, disease control, occupational health issues, family health issues, and homeland security. Conducts regular visits to clinics and ensures program policies and procedures are carried out as mandated. Act as administrator in charge in the absence of the Health Assistant Director and the Health Director. Plan, organize, implement, and oversee community health programs. Involves: Devise and implement strategies to manage emergencies and crises. Coordinate and communicate with other city departments, the medical community, and stakeholders on community health issues. Provide technical guidance to staff and, director, and facilitate issues to accomplish program objectives. Assist in responding to and resolving sensitive inquiries and complaints from both internal and external sources. Plan, design, implement, and review program short and long-term goals and priorities. Involves: Developing, managing, and monitoring annual program budgets through subordinate managers. Develop grant proposals and program outlines. Monitor and approve budget expenditures. Prepare and administer operating and maintenance budgets. Conduct regular inspections and evaluations of performance against approved plans and objectives to assess and improve services. Prepares reports regarding program activities, accomplishments, and goals. Coordinate activities with community groups, health providers, and community organizations on both nonemergency and emergency conditions. Assist in responding to and resolving sensitive inquiries and complaints from both internal and external sources. Participate, guide, and implement strategic planning goals and objectives. Supervise assigned personnel. Involves: Scheduling, assigning, and checking work. Appraise employee performance and review evaluations by subordinate supervisors. Provide training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants. And recommend hiring, termination, transfers, discipline, and or other employee status changes.

Qualifications: |
Education and Experience: Bachelor's Degree in Public Health, Business or Public Administration, Nursing, Biological Science, Epidemiology, Health Science, or related field depending and five (5) years of public or environmental health administration in a public health care organization of comparable size and complexity; managing a variety of public health programs, including two (2) years of supervisory or managerial experience. A Master’s Degree is preferred.
