Position Description: The Philadelphia Immunization Program’s Provider Quality Assurance (PQA) initiative is a strategy to raise immunization coverage levels and standards of practice at the provider level. This strategy relies on an assessment of current practices, vaccine coverage levels, utilization of immunization resources, and compliance with medical standards and federal regulations. A unique provider education and quality improvement plan is developed and implemented to address the needs identified during the initial assessment.

The PQA Medical Specialist will be responsible for the assessment of immunization practices and compliance with Vaccines for Children (VFC) Program and/or Vaccines for Adults at Risk (VFAAR) Program regulations within the provider’s office, and the development and implementation of a quality improvement plan for each provider. The implementation of the quality improvement plan will require the PQA Medical Specialist to provide on-site education sessions, technical assistance, and ongoing training and support through continuous contact and site visits. Education sessions will include instruction on vaccine administration including how to administer intramuscular (IM) and subcutaneous (SC) vaccines to infants, children, and adults; choice of needle size, anatomic site, and vaccine administration routes. Education sessions will also include instruction and technical support on implementing strategies to prevent missed opportunities including the implementation of standing orders, education on medical contraindications, instruction on simultaneous vaccine administration, compliance with local and federal regulations and use of the KIDS Plus Immunization Information System (IIS).

The PQA Medical Specialist in collaboration with colleagues will be responsible for Immunization Program provider education in-services throughout the city of Philadelphia. Education programs will include medical assistants, office managers, physicians, nurses and other medical staff. The PQA Medical Specialist will also be responsible for contributing to the development of immunization education materials including immunization standards, standing orders, power point presentations, immunization resources, and educational newsletter articles.

The PQA Medical Specialist will report directly to the Immunization Program Medical Director. *RESPONSIBILITIES:

? Work closely with Immunization Program Manager, Provider Education Coordinators, PQA Medical Specialists, VFC/VFAAR Coordinator, the Storage and Handling team and the Immunization Program Medical Director to implement immunization activities.

? Conduct annual visits of enrolled immunization providers to conduct an on- site assessment of vaccine delivery services, vaccine administration, participation with the KIDS Plus IIS, implementation of strategies to increase immunization coverage levels, and ongoing immunization education needs.

? Manage and evaluate assessment data collected during provider visits; conduct immunization coverage rate assessments using the KIDS Plus IIS and work closely with immunization staff to ensure data quality and to track immunization coverage levels.

? Assist providers in development of and implementation of quality improvement plans.

? Conduct in-office educational trainings and assistance on vaccine management and administration, standards for pediatric, adolescent, and adult immunization practices, the KIDS Plus IIS, and strategies to increase immunization coverage levels.

? Participate in additional immunization education activities as needed, including trainings for Medical Assistants, Office Managers, Physicians, Nurses, and internal staff.

? Assist in the development of provider education materials.

? Participate in community immunization activities as needed by the Division of Disease Control (DDC) and attend monthly PQA Team Meetings.

? Support immunization activities throughout DDC including, but not limited to administering vaccine or Ig in the case of a vaccine preventable disease outbreak.

? Support PDPH response to real-life public health emergencies as required.

? Other duties as necessary.

Qualifications: *SKILLS: (list of all the skills required)

? Some experience implementing education and/or training programs. ? Strong written and oral communication skills. ? Demonstrated proficiency in MS Office, demonstrated ability to learn new computer applications, and comfort using databases, as well as proficiency utilizing the Internet.

? Knowledge of: o Theories, principles, and practices of nursing and their application in community health and clinic service settings. o Laws and regulations governing nursing practices. o Immunology. o Surveillance, prevention, and control of vaccine preventable diseases. o Vaccine administration techniques.

? Must be able to lift up to 50lbs.

? Must be eligible to work legally in the United States.

*EXPERIENCE: (experience required for the job)

? RN/BSN. Clinical experience is beneficial. ? 3-5 years of experience.
