Position Description: Responsibilities: Working within the Bureau of Early Intervention in the New York Early Hearing Detection and Intervention program (EHDI), the incumbent will be part of a team responsible for using Quality Improvement methodology to reduce the loss to follow- up/documentation for infants born in New York State (NYS) who did not receive or did not pass their newborn hearing screening test. The incumbent will use a systems approach to support facilities in their effort to identify and follow-up on infants who require further care. Specific duties will include: working with birthing hospitals, audiology clinics, primary care providers and families in NYS to support the reporting mandate to identify infants who are deaf or hard of hearing as soon as possible to receive early intervention services; surveying birthing facilities and early intervention programs to better understand the issues related to identifying families and strategies that are successful; providing technical assistance to birthing facilities, audiologists and/or other providers about the EHDI program; assisting the EHDI Coordinator to establish Quality Improvement Teams in hospitals to identify and test changes designed to reduce loss to follow up/documentation for infants born at their facility; participating as a member of the statewide Quality Improvement guidance team; and assisting with the creation of routine data reports for facility feedback on process change and surveillance. Other related duties as assigned.

Qualifications: Minimum Qualifications: A Bachelor's degree and one year of experience providing direct patient/client services in a health, human service or community-based organization, or institutional setting; OR an Associate's degree and three years of such experience; OR a high school diploma and five years of such experience. A Master's degree in a relevant field may substitute for one year of experience. Qualifying experience may include communicable disease, mental health, or alcohol/substance abuse counseling. School health offices are considered an institutional setting and health care providers, such as private physician’s offices are considered health care settings; AND/OR performing oversight activities in a health regulatory organization to determine compliance with appropriate laws, rules or regulations; AND/OR conducting epidemiological research including assisting in data collection, conducting patient interviews, abstracting medical records, participating in study design, and developing questionnaires and/or data analysis; AND/OR performing responsibilities as a registered nurse. Research must have involved the study of the incidence, spread, and/or control of communicable or chronic diseases. Laboratory bench research will not be considered qualifying experience. Preferred Qualifications: Experience working with birthing facilities and hospitals, audiologists, pediatric primary care providers, and/or early intervention providers. Experience in quality improvement and/or performance management. Experience in reviewing data, creating reports, and presenting information to stakeholders. Excellent communications skills, including the ability to effectively communicate, both orally and in writing. Ability to effectively manage work on several projects simultaneously.
