Position Description: Classification Summary: Under general supervision, performs analytical work of considerable difficulty in health care information management and reporting. Analyzes public health demographic data to identify and quantify public health issues and assist the PHSD in developing strategies to meet the demands of complex and interconnected public health issues; performs health assessments and tracks health issues and trends; develops specialized analysis tools, including the use of Geographic Information Systems (GIS) and Statistical Analytic Software (SAS). Positions at this level are assigned a broad range of duties in the occupation and may supervise others. The employee has considerable responsibility in the area of data management and analysis affecting the operations and planning of public health activities within the Public Health Services District (PHSD). Job Functions: Acts as liaison with County IT, Arizona Department of Health Services (ADHS) and other agencies for all issues related to public health data management. Defines, implements and tests interfaces with multiple systems/vendors including GIS, client data management systems and all other systems. Establishes and implements data validation protocols and quality control procedures to assure data integrity. Develops reports to ensure the efficient and effective management of public health resources. Compiles data from a variety of sources and develops specialized databases or reports to identify complex and inter- related public health and social services issues and trends. Determines the scope and impact of critical public health issues. Develops solutions to complex business and automation issues with multiple systems and departments. Responds to the needs and questions of Administration concerning data resources and system reporting capabilities. Acts as the lead for data responsibilities of performance management and consults with executive management to assess and monitor public health performance standards and measures. Provides routine and ad hoc data analysis reports as requested by the director of public health, including conducting community health needs assessments in conjunction with community partners and stakeholders. Performs forecast analysis and feasibility studies, and develops demographic and geographic strategies to address public health issues using GIS, SAS, and other statistical software to produce special purpose maps and statistical models. Works with other Public Health program sections to provide technical assistance, including developing, implementing, and improving data collection and reporting. Works with the Communicable Disease section to ensure data continuity, and develops and maintains the PHSD demographic program database; maintains and organizes databases of public health incidents, outbreaks, emergencies, clients, and trends as needed. Delivers presentations to County executive management and outside agencies as requested. Maintains absolute confidentiality of work-related issues, customer records, and restricted County information; performs related duties as required or assigned.

Qualifications: Bachelor's Degree in Public Health, Business or Public Administration, Statistics, Finance, or related field AND three years' experience in conducting statistical analysis, research methods, data collection, coding, survey research, database management and performing analytical work OR an equivalent combination of education, training, and experience. Master's Degree in Public Health is preferred and will substitute for two years of work experience.
