Position Description: The Director of the Division of Health Disparities is an executive-level position responsible for the overall implementation and evaluation of the state’s public health efforts to reduce health disparities in Tennessee. The Division of Health Disparities includes the State Office of Rural Health and the Office of Minority Health and Disparity Elimination. The Director will lead a team of experts, including program directors and administrative staff in implementing the Departmental mission to protect, promote and improve the health and prosperity of people in Tennessee.

Specific job responsibilities will include:

• Oversee operations of various evidence- based, data-driven programs/initiatives aimed at reducing disparities in health outcomes in Tennessee • Provide vision, guidance, and supervision of the day-to-day operations in TDH Central Office for program staff (direct supervision of two staff—Director of Office of Minority Health and Disparities Elimination and Director of the State Office of Rural Health and Health Access) • Represent the Division of Health Disparities at Departmental and inter- departmental meetings and at meetings with external stakeholders • Collaborate internally with other TDH offices/divisions to impact health disparities • Oversee the development and submission of grant applications, progress reports, data and evaluation reports, fiscal reports and other materials to federal and state funders to meet all required evaluation and reporting criteria of the grants while ensuring that the local contractors are complying with all evaluation and reporting requirements • Assure evaluation of disparity reduction efforts to assess effectiveness and modify strategies/programming as appropriate

Qualifications: The ideal candidate will have post-graduate education in public health (MPH) or doctorate degree in public health (PhD). Additionally, the ideal candidate will have: • Background in public health, population health improvement, or health disparity elimination • Knowledge of state and federal policies relevant to health equity and disparity elimination • Knowledge of issues impacting minority and rural health • Evaluating scientific research and formulating public health policy • Experience with coalition building and facilitation of stakeholders • Experience with strategic planning and policy development • Experience in evaluating programs and/or system-level work • Strong written and oral communication skills (including grant/report writing, presentations) • Experience in leadership and coaching of staff • Experience with managing contracts, vendor payments, and procurement to assure contracts are developed according to requirements and expenditures are utilized appropriately • Knowledge about administrative and management procedures within state government and ability to work effectively with a variety of departmental offices related to program administration, fiscal management, personnel, purchasing and quality improvement/evaluation
