Position Description: This position serves as the lead project evaluator for the PrEP Program, including the PS15-1506 Project PrIDE demonstration project, and will perform the following activities: design and conduct program monitoring and evaluation activities, including identifying performance measures, developing data collection tools, overseeing data collection, data analysis, and developing and disseminating project progress reports; develop and implement project quality assurance strategies; execute and monitor contracts and Memoranda of Agreement; maintain contract files; provide technical assistance and training to project contractors and community partners on program evaluation and data-informed program planning; monitor contractor data submission; prepare assigned portions of grant applications, progress reports, and other documents, as needed; make programming recommendations to DDP staff, project contractors, and community partners based on indicator outcomes and results; and assist the HPS Evaluation Coordinator with other statewide evaluation needs.

Qualifications: Experience designing and/or implementing program evaluation and/or quality assurance activities; and, qualitative and/or quantitative data collection, management, and analysis methods. Strong communication skills (written and oral). Ability to communicate complex technical information to audiences andwork with diverse populations; make recommendations for program changes; and Must possess a valid Virginia driver’s license and be willing to travel. Thorough knowledge of HIV and STD prevention programs and principles; public health theories, principles, and practices. Ability to conceptualize public health program logic models. Ability to conduct training and provide technical assistance. Ability to prepare grant reports. Advanced degree in public health, health education, or a related field preferred. Experience conducting, monitoring, or evaluating community level public health programming; providing training to adult learners; and working with a web-based program. Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check, and E-Verify. Other financial, credit, driving, or other background checks prior to employment may be required for certain positions.
