Position Description: POSITION SUMMARY

The Senior Health Manager assesses, plans, implements, supervises, coordinates and evaluates their assigned program within the Division.  The incumbent provides the professional/technical administrative management and direction for program managers.  Works with program managers in developing budges for each program, assures billing/revenue information is accurate and in accordance with local, state and federal program policies and guidelines.  May provide professional, management, and direction for program managers as well as community-wide collaboration efforts.


• Interprets and ensures compliance with program policies, procedures and standards • Manages and directs day to day services and resources of assigned program. • Participates in the development of policies and procedures. • Assures quality assurance activities and process improvement activities are conducted. • Oversees and assures quality and accuracy of program area. • Prepares and monitors program budget. • May serve as the internal expert on HIPAA privacy issues including acknowledging, referring, and responding to various client and employee requests and concerns.


Experience: Five years of experience in public health or related field.  Three years of supervisory experience.

Education:  Bachelor's Degree in Nursing, Public Health, Public Administration, Business Administration or related area.

Licenses and Certifications:  Valid NC or SC driver’s license and the ability to obtain and maintain a County Operator Permit. 


Master’s Degree, preferably in Informatics, Health Information Technology, Data Science or related field. Experience in informatics, heath information technology, health information management, or data analytics. Knowledge of electronic health records/electronic medical records software and systems

• Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. • Principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. • Budget development and monitoring. • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. • Laws, legal codes, court procedures, precedents, government regulations, and agency rules, and the political climate. • Expertise in area of assignment.

Organization Description: Mecklenburg County was founded on February 26, 1763. Residents chose the name Mecklenburg in hopes of gaining favor with King George III of England, whose wife, Queen Charlotte, was born in a German province of that name. The N.C. State Constitution, approved in 1868, gave the citizens of a county the authority to elect the officials who governed them called a Board of County Commissioners. From 1868 to 1986, Mecklenburg County followed the same basic plan of a five- member Board, elected at-large. In December 1986, the first seven-member district/at-large Board took office, launching a district plan approved by a county-wide vote in 1984. In December 1994, the first nine-member district/at- large Board took office. This re- districting plan was approved by voters in 1993, with six commissioners elected from single-member districts, and three at- large members elected by a county-wide vote. In 1962, the County Manager form of administration was adopted in Mecklenburg County. The County Manager is the chief administrative officer of Mecklenburg County Government. Appointed by the Board of County Commissioners, the County Manager implements Board policies; represents the County in dealings with other governmental units and agencies; recommends the annual budget to the Board; and, with the help of a management team of General Managers, and department directors, coordinates the work of all County agencies.
