Position Description: The Statistical Programmer Specialist 2 (SPS 2) will work under general supervision under the Division of Policy, Planning and Assessment (PPA), State of Tennessee Department of Health. The SPS 2 is responsible for professional statistical analytic and programming work of considerable difficulty and performs related work as required. Candidates for this position should be competent in technical learning, time management, priority setting, timely decision making, and perseverance. Candidates should be knowledgeable in administration and management, computers and electronics, customer and personal service, written, visual and oral communication, and mathematics. They should have skills and abilities in listening, critical thinking, monitoring, reading comprehension, speaking, writing, written comprehension, deductive/inductive reasoning, mathematical reasoning, coordination, complex problem solving, programming, quality control analysis, troubleshooting and time management. Job responsibilities include: Use of statistical analytic system ((especially Statistical Analysis Systems (SAS)) to analyze surveillance data for data requestors across Tennessee; use of SAS to create data summary reports, factsheets, and infographics for surveillance systems; assisting PPA with descriptive and inferential analyses, as requested; provide good customer service through effective communication and timely analyses with data requesters and colleagues; writes complex programs to obtain statistical data and reports.

Qualifications: Education and Experience: Graduation from an accredited college or university with a bachelor’s degree, including at least nine quarter hours of statistics or computer science and experience equivalent to one year full-time professional statistical programming or database administration work. Graduate education may be substituted for experience. Graduate course work credit received from an accredited college or university in statistics or computer science may substitute for the required experience on a month-for-month basis to a maximum of one year (e.g., 36 graduate quarter hours in one of a combination of the above listed fields may substitute for one year of the required experience). Desired qualifications: Master’s degree in biostatistics or Master of Public Health degree with concentration in biostatistics or epidemiology; experience writing code and performing analyses in SAS; SAS certification (basic or advanced); computer skills: Microsoft Office suite, Excel, Publisher, Adobe; experience with survey methodology and analyses; experience with time management working multiple concurrent analyses and deadlines; strong oral and written communication skills; experience working in a team environment to accomplish team projects; some travel may be required.

Degrees must be from an accredited college or university. A transcript is required to qualify for this position (at least nine quarter hours of statistics or computer science). A transcript evaluation is required for degrees earned outside of the United States. Must be eligible to work in the U.S.
