Position Description: The Wyoming Department of Health is seeking a Child Health Program Manager who will be responsible for managing the Child Health Program within the Maternal and Child Health (MCH) Unit. The Child Health Program Manager provides leadership and support for the design, implementation and evaluation of state and local policies and programs that address the health needs of children (ages 1-11); promotes healthy development within the child population, including those with special health care needs; and provides management of the Child Health Program within the MCH Unit, which includes but is not limited to grant and contracts management, program development, program evaluation, supervision of at least one Children's Special Health (CSH) Benefits and Eligibility Specialist, and programmatic support for overall MCH Unit priorities. Specifically, the program strives to implement evidence-based strategies to address child health priority areas including but not limited to: early childhood screening (e.g. developmental screening, lead screening, oral health screening, vision screening, etc.), childhood obesity, childhood injury, access to preventive and quality care for children (e.g. Early Periodic Screening Diagnosis and Treatment (EPSDT), medical home, etc.), early childhood home visiting, and services and systems that support children with special health care needs.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Provides leadership for the Child Health Program. Manages all aspects of the Child Health Program by developing and administering policy, procedures, and programming initiatives. Interprets and assures compliance with federal and state laws, rules, and regulations, as they pertain to the program area and grant guidance. Works with MCH Epidemiology Program to collect, monitor, analyze and disseminate data related to the health of children in Wyoming. Participates in needs assessment activities at least annually. Researches and implements best practices and evidence-based strategies aimed to improve child health priority areas. Designs and executes program activities; formulates, recommends, and implements changes. Prepares written and/or verbal reports on program performance. Utilizes performance management and quality improvement to improve services and program outcomes. Develops, manages, and administers a budget. Manages contractual and financial relationships and partnerships. Builds collaborative relationships with internal and external partners to support Child Health Program activities and overall MCH Unit programming with a specific emphasis on relationships with clinical providers (e.g. pediatricians) and early childhood providers. Partners with the MCH Nurse Consultant in Public Health Nursing to provide subject matter expertise to Public Health Nurses related to MCH and child health topics. Designs and presents professional presentations pertaining to the Child Health Program. Researches and pursues funding opportunities. Completes federal grant applications and reports. Serves on child health related boards/councils (e.g. Wyoming Early Childhood State Advisory Council and Wyoming Home Visiting Network). Serves as MCH Unit parent engagement liaison. Directly supervises a CSH Benefits and Eligibility Specialist, to include leadership development, guidance, and consultation.

Qualifications: Preference may be given to the candidate with a Master's degree in Public Health and experience in implementing public health programs.

KNOWLEDGE:

Knowledge of theories, principles and practices related to public health, specifically maternal and child health. Knowledge of theories, principles and practices related to child health and development. Knowledge of the American Academy of Pediatrics Bright Futures Guidelines. Knowledge of public health core competencies. Knowledge of the state system of contracting, budgeting, procurement, payments, and HIPAA compliance. Knowledge of federal, state, and local laws. Knowledge of budgetary procedures. Skills in personnel management, coaching, supervision, and leadership. Ability to exercise independent judgment, supervise, and assign work to others. Knowledge of how to build and maintain partnerships among diverse coalitions and stakeholder groups at the state and community levels. Ability to multi-task and communicate effectively with superiors, subordinates, funding agencies, stakeholders, partners, vendors, and contractors orally and in writing. Ability to work independently, prioritize job tasks, meet required timelines, and adapt to changing demands. Knowledge of performance management, project management, quality improvement and implementation/use of evidence based practices. Strong computer skills particularly in Microsoft Excel, Microsoft Word, Microsoft PowerPoint, Google, and the Internet.

MINIMUM QUALIFICATIONS:

Education: Bachelor's Degree (typically in Healthcare) PLUS Experience: 1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist
