Position Description: The Children's Health Fund (CHF), a national nonprofit organization supporting unique primary care programs for medically underserved children and families, seeks a Research & Evaluation Senior Associate for the National Programs Department Evaluation Team. The Research & Evaluation Senior Associate is responsible for providing monitoring, evaluation, and research support to CHF’s National Network programs and Healthy and Ready to Learn (HRL) Initiative.

The National Programs Department focuses on the programmatic, clinical, and content needs of CHF’s National Network of mobile and community-based programs that provide clinical care, health education, and outreach to children and families who might not otherwise receive the quality health care they deserve. The HRL initiative aims to address undiagnosed and untreated health conditions that undermine the capacity of low-income children to learn and function successfully in school and beyond. The HRL initiative is specifically focused on elementary schools and develops strategies to mitigate child health problems by providing students with comprehensive health screening and care right at school.


* Work closely with HRL and National Programs teams to develop monitoring and evaluation plans, including: facilitating the development and refinement of the program logic model/theory of change, identifying suitable and feasible outcomes for the evaluation, and identifying relevant qualitative and quantitative methods for the evaluation; * Contribute to evaluation-related sections of grant proposals, including logical frameworks and evaluation plans; * Develop appropriate data collection protocols and instruments; * Train and support field staff in data collection, entry, and cleaning; ? Work closely with the Information Systems & Technology (IS&T) Department to manage the HRL program’s centralized database by regularly conducting quality checks to ensure completeness and validity of data; * Communicate directly with program staff to follow-up, clarify and troubleshoot incomplete or problematic data; * Analyze data using SPSS and Microsoft Excel and interpret results for program monitoring and grant proposals, written reports, conference presentations and peer reviewed publications; * Generate routine and ad-hoc graphs, reports, and presentations of project results or trends, for internal and external distribution; * Communicate data findings via reports and presentations; * Provide support for CHF and National Network initiatives and programs as needed * Assist with other activities of the National Programs and Healthy and Ready to Learn Departments as needed.

Qualifications: * Master’s degree in Health Services Research, Information Sciences, Public Health or other relevant area preferred (e.g. Epidemiology, Health Informatics), or equivalent education/experience. * 2 - 5 years of experience in health services research or program evaluation in the health care / public health. * Experience in evaluation of quality control/quality improvement data, health performance measures, and/or community health assessments. * Strong verbal and writing skills and the ability to communicate effectively with a diverse group of co-workers, executives, managers, health care providers, and subject matter experts. * Strong analytical and technical writing skills. * Ability to manage multiple tasks and possess excellent organizational, analytical, and critical thinking skills. Strong organizational skills (demonstrated ability to manage multiple projects and priorities). * Proficiency with Microsoft Office and statistical software packages (e.g., SPSS, STATA) and database management systems to analyze large and complex data sets; experience in the design, management and analysis of medical/public health databases.
