Position Description: This position will report directly to the Country Director for PL and have regular communications with the Board. All staff at the site will report to this position.

The position will focus on administrative management to facilitate the opening and day to day operations of this specialty healthcare center with the aim of sustaining a specialty care center for beneficiaries. The manager will work closely with the Directors of each department within the healthcare center.

Responsibilities will vary as the facility develops and expands, but will include:

Facilitate the opening of the specialty care center; the Administrative Manager will oversee all management processes of the specialty care center.

Systems-Audits, Reports, and continuous improvements in systems and processes will be identified, defined, and implemented with the Country Director and PL board.

Perform regular needs assessments of the center including (but not limited to) equipment, consumables, cost-analyses, supply-chain assessments, facilities management, and human resource needs.

Provide close collaboration with clinical team to ensure proper management of the patients.

Responsible for hygiene and infection control in the hospital, maintains facility infrastructure functioning.

Provide administrative support for all staff. (Ability to also provide clinical support preferred)

Serve as facility representative and develop and maintain communications and collaborative efforts between PL and the Liberian Ministry of Health as well as other healthcare NGOs in Liberia.

Identify, map, and actively participate in new business/project development opportunities.

Participation in recruitment of new staff and organizing institutionalized training.

Provide MOH requested reports and data.

Assist in organizing meetings including arranging suitable dates, sending invitations, booking rooms, setting up and supporting video and teleconference facilities.

Create and implement knowledge-management facilities in coordination with Country Director and PL board.

Other as requested by the Country Director and PL Board.

All activities are subject to change as the hospital grows. All changes will be discussed and guided by the Country Director and the PL Board.

Qualifications: Genuine interest and passion for the missions of PL.

Bachelor’s degree in a relevant field is mandatory. (management, business, nursing, public health) Graduate or clinical degree in a relevant field preferred.

Previous professional healthcare/project management experience in resource-limited healthcare environments is mandatory. West Africa beneficial, Liberia preferred

Fluency in written and oral English, medical terminology, and strong writing skills.Spanish fluency is a strong plus.

Self-motivated with an ability and desire to work autonomously.

Strong typing skills with a familiarity to general office computer software for writing, spreadsheet, database, and presentation generation.

Ability to use mobile platforms for communication (Skype, Whatsapp, Vipor etc.)

Good communication skills and ability to communicate field needs to persons based outside of Liberia. **

Organization Description: Partner Liberia (PL) is an independent Liberian medical humanitarian charitable non-profit organization that has been working to develop healthcare education, infrastructure, and sustainable energy solutions in Liberia, West Africa since 2011. In 2012, PL opened the first Respiratory Therapy college in Africa, the Liberian Respiratory Healthcare Institute (LRHI), in Monrovia, Liberia in an attempt to build workforce capacity to combat death and suffering from respiratory ailments which have been a leading cause of death in post-conflict Liberia. In 2015, in conjunction with graduation of the charter class of the LRHI, PL worked with the Liberian Medical and Dental Council (LMDC) to create a national licensure and board examination for Respiratory Therapists in Liberia. Subsequently, all graduates of the LRHI to-date have completed this examination, attained this licensure, and are working in the Liberian healthcare system.

Specialty healthcare is functionally absent in Liberia, leaving patients without treatment and healthcare providers without a center to expand their skills. In an attempt to improve access to and standard of care in Liberia, PL began the process of opening a non-profit specialty healthcare center in Liberia in 2017.
