Position Description: The Baltimore City Health Department seeks a Deputy Director of the Office of Public Health Preparedness and Response (OPHPR). The Deputy Director plays a critical role in managing projects and supervising staff in the preparedness program. The Deputy Director reports to the OPHPR Director. Responsibilities include: •Facilitate OPHPR program implementation including exercise and training activities, planning activities, biosurveillance activities, and community outreach under the direction of the OPHPR Director. •Develop and maintain liaisons with City agency, Maryland Department of Health (MDH), hospitals and other stakeholders and partners regarding policies, plans and protocols, plans and protocols for public health emergencies, and preparation for annual site visits from CDC and MDH. •Coordinate disaster response or crisis management activities during emergencies. •Attend meetings and workshops related to public health preparedness and planning and response in Baltimore City and Maryland Region 3. •Propose and implement alterations of emergency plans and procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations. •Apply for funding for program growth and sustainment and administer and report on the progress of grants.

Qualifications: •Must have knowledge and understanding of the principles of emergency management and public health preparedness and strategic planning. •Must have knowledge of laws and legal framework applicable to emergency preparedness and management. •Must have demonstrated skill in communicating effectively with groups ranging from technical experts, academics, public officials, the general public, and various levels of agency staff. •Must have demonstrated skill in identifying complex problems and developing, evaluating, and implementing options/solutions. •Must have demonstrated skill in considering the costs and benefits of potential actions and determining the most appropriate one. •Must have demonstrated skill in using logic and reasoning to identify strengths and weaknesses of solutions and approaches to problems. •Must demonstrate the ability to engage in deductive and inductive reasoning; the ability to communicate and understand information and ideas orally and in writing; and develop creative ways to solve problems. •Must be proficient in using Microsoft Office products (including Word, Excel, and PowerPoint).
