Position Description: POSITION SUMMARY

Reporting to the ICAP Deputy Director, Award Management, the Senior Grants Manager leads the effective and efficient administration of sponsored projects throughout the entire award life-cycle, from pre-award to close-out, focusing on regulatory compliance, assessment and mitigation of business risk, and enforcement of sponsor/donor, Columbia University (CU), and MSPH/ICAP policies and procedures. The incumbent provides expertise and leadership to meet all pre and post award management requirements.

MAJOR ACCOUNTABILITIES:

Pre-Award Functions:

* Serves as a technical resource to MSPH/ICAP staff in interpreting donor rules and regulations during the proposal development stage and serves as the main point of contact for contractual discussions and negotiations with sponsors/donors working through Sponsored Projects Administration (SPA)

* Assists ICAP Principal Investigators (PIs) in the development, review, submission and renewal of various types of sponsored project proposals. Directly manages timelines and the overall progression of work undertaken by internal proposal teams to ensure the on time completion of high quality, responsive, and compliant proposal applications

Post-Award Functions:

* Effectively and efficiently administers award management for a complex portfolio of active ICAP awards received from a diverse set of sponsors/donors including CDC, USAID, NIH, and private foundations by working directly with various CU offices (e.g., Sponsored Projects Administration, Sponsored Projects Finance, General Counsel) as well as ICAP technical and administrative/operations staff based in New York and within field offices

* Reviews, analyzes and distributes new award notices related to ICAP sponsored projects to PIs, project teams and leadership staff including detailed analyses regarding terms and conditions for all awards. Develops, organizes and conducts new award briefings with ICAP PIs, management teams, finance teams, field staff, and other stakeholders to ensure proper commencement of new projects

* Oversees knowledge management requirements for assigned awards and maintains complete award documents (electronic), including submission and transmittal of grant deliverables (programmatic, financial or audit related)

* Leads and manages resolution of contractual issues/problems/disputes arising from prime award, sub-grants and sub-awards by working directly with ICAP staff, sponsors/donors, and related CU offices and staff

* Oversees and manages continuation application processes for multi-year awards and ensures that all award reporting requirements (quarterly and/or annual technical reports) are met and that prior approval actions are fully addressed. These functions are performed in collaboration with program teams, finance teams and other internal ICAP staff, ensuring all submissions are accurate and compliant with sponsor/donor and CU rules, regulations, documentation requirements, and processes

* Assists with mitigating ongoing business risks associated with sponsored projects including tracking of approved and awarded funding, and detecting delayed execution of contracts, expired authorizations, delayed payments, and regulation of advances to subcontractors and vendors. Reviews award notices to verify accuracy of awards and obligated fund balances against prime award records, such as extensions and modifications

Qualifications: EDUCATION

* Bachelor's Degree in Business, Management, Public Administration or related field, or equivalent in education and experience, plus 5 years of related experience.

MINIMUM REQUIRED QUALIFICATIONS, EXPERIENCE, AND SKILLS

* 5 years of related experience working on grants or contracts administration * Advanced working knowledge of USG rules and regulations and requirements common to non-governmental sponsor/donors * Demonstrated orientation towards self- motivation, an entrepreneurial spirit, a results-driven behavior, and customer- service; * Demonstrated capacity to work with a high degree of independence and successfully within a matrixed, deadline driven, multi-tasking operating environment * Experience managing compliance with USG grants and contracts in accordance with Uniform Guidance and applicable FARs * Strong interpersonal, communication, organizational, analytical, and leadership skills * Expert skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Adobe Acrobat

PREFERRED QUALIFICATIONS

* Master’s Degree in Business, Management, Public Administration or related or field * Prior administrative project management training with at least 3 years’ experience in international public health and/or development settings with prior field- based (international) experience highly desirable * Capacity to write and speak French or Portuguese * Advanced understanding of common design of USG supported sponsored projects, project development process and the factors important to evaluation committee decision making * Excellent technical skills in writing, editing, formatting, research and negotiation
