Position Description: The position serves as the Director of the Statewide Ryan White Part B Program for the Tennessee Department of Health (TDH). The Director of the Ryan White Part B Program manages the Ryan White Treatment Modernization Act, Part B award that comes to the state from the Health Resources and Services Administration (HRSA), HIV/AIDS Bureau for the care and treatment of people living with HIV disease. The position is responsible for developing and administering a budget of over $40 million with multiple contracts and comprehensive statewide planning involving consumers, providers, and other HRSA grantees. It also manages the AIDS Drug Assistance Program (ADAP), a statewide program that provides critically needed medications to persons who qualify for this service.

The Ryan White Part B Program Director has broad authority to make programmatic decisions and to ensure that the program operates within federal and state guidelines. The individual in this role has the authority to develop and administer multimillion dollar budgets based on Federal and State guidelines and regulations, and to recruit and hire program personnel.

This position must keep up to date on new medications in the treatment of HIV disease and assure that these are available to the greatest extent possible. The Ryan White Part B Program Director must collaborate with other Ryan White grantees (in and outside of Tennessee) to coordinate services for HIV/AIDS clients throughout the state of Tennessee.

Job responsibilities include:

• Oversee, manage, and direct all aspects of Tennessee’s Ryan White Part B Program and associated grants, including but not limited to: o AIDS Drug Assistance Program (Tennessee’s HIV Drug Assistance and Insurance Assistance Programs), o Regional Consortia, o Quality Management, o Medical Services, o Minority AIDS Initiative, and o Housing Opportunities for Persons with AIDS. • Design and implement operating procedures to assure compliance with state and federal guidelines, and evaluate service delivery and accessibility to assure compliance with state and federal regulations; • Prepare grant applications, budgets, program plans, and required reports; • Evaluate operational and service effectiveness and prioritize actions across assigned program and operational areas throughout Tennessee; • Integrate system activities with other agencies and service providers to promote continuity and efficiency; • Provide technical assistance to contractors in interpretation of state and federal rules, and evaluate contractor performance; • Oversee resource acquisition and utilization; • Develop and oversee implementation of quality assurance and management activities • Oversee community planning; • Supervise, train, and manage a team of nine individuals; • Review legislative and regulatory changes and implement necessary changes; and • Serve as a resource on Ryan White part B program development.

Qualifications: Desired Qualifications:

• Advanced degree in public health or related field and/or equivalent experience and training; • Ability to manage complex programs, multi- million dollar budgets, and contract and procurement activities; • Ability to follow state and federal policies, procedures, and regulations • Grant writing and administration skills, and experience developing reports, summaries, and monitoring tools; • Strong verbal and written communication skills and experience engaging and presenting complicated data and information to local, state, and national partners; • Knowledge of insurance, medical, and prescription benefit management; • Knowledge of HIV care and treatment; • Ability to work collaboratively with internal and external stakeholders; • Experience leading community based planning; • Track record of leading and mentoring teams; and • Experience designing and conducting quality management and assurance activities. • Degrees must be from an accredited college or university. A transcript evaluation is required for degrees earned outside of the United States.
