Position Description: This position will manage the Office of Health Statistics, which is primarily responsible for various health data collection, management, analysis, and distribution in addition to coordinating public health informatics projects. Supervision of office staff and reporting to Unit Administrator. 1. Oversee daily operations of the Office of Health Statistics that is responsible for health data collection, management, and distribution and managing various public health informatics projects to meet public health surveillance and program needs, providing technical supports for Electronic Laboratory Reporting, Immunization Registry, and Syndromic Surveillance and other public health reporting systems. 2. Oversight of the data collection, quality assessment, standardization, management, and security including the Birth Defects, Cancer, Parkinson’s Disease registries, Behavioral Risk Factor Surveillance System, Hospital Discharge Data, Outpatient Surgical Procedure data, Hospital and Nursing home statistics, and Vital Statistics; 3. Coordinate the responses of data request, submission, exchange, and integration; Oversight of the data analysis and production of annual statistical or technical reports including vital statistics, cancer incidence and mortality, BRFSS, and Outpatient surgical procedures reports; Promote health data utilization to support public health practice. To standardize and streamline response to various data requests in a timely manner, coordinate revising and development of data requests and disseminate policies and procedures for aggregate and research data requests. Enforce the revised policies and procedures, follow up and document the data utilization for improvement, and ensure staff are trained on the finalized policies and procedures including data security. 3. Manage the office’s budget and contracts, and personnel issues. Explore funding opportunities and apply for funding to support the operations for the Office. Review and recommend new statutes, regulations and policies related to health data collection and release. Ensure grant application, contracts development and payments are processed on time. 4. Serve as Meaningful Use Coordinator for the Division of Public Health for all meaningful use activities; managing all communication with eligible providers, eligible hospitals, Electronic Health Records (HER) vendors, Health Information Exchanges (HIEs)

Qualifications: Any combination of training and/or work experience that will enable the incumbent to possess the required knowledge, abilities, and skills. A general qualification guideline for positions in this class is post high school coursework/training in business administration, public health administration, health care administration, or public administration AND experience in managerial or administrative capacity with responsibility for program management, budget preparation, program analysis/evaluation, human resource management, or policy development and implementation.

Preferred Qualifications: Master's degree in Public Health, Business Administration, Public Health Administration, Health Care Administration, Public Administration, or related field and 2 years of experience in health informatics, data management, data analysis, or epidemiology, and computer science. Management experiences including responsibilities for planning, implementing, budgeting, monitoring, evaluating a program or service, grant writing, and legislature review. OTHER: A valid Driver’s License or authorized independent transportation is required
