Position Description: GENERAL DESCRIPTION This job posting is for an entry-level position and provides a great opportunity for a motivated young professional with technological abilities to gain experience and develop new skills in an emerging area of public health. The ELR Specialist position is full-time, within the Epidemiology/Informatics Unit of the Division of Disease Control, Philadelphia Department of Public Health. This position is a permanent position, guaranteed for 14 months and then dependent upon continued grant funding. The Epidemiology/Informatics Unit provides support to all Division programs (Acute Communicable Diseases, Immunizations, Viral Hepatitis, Healthcare Associated Infections including antimicrobial resistance, Bioterrorism & Public Health Preparedness), including activities such as program data review, management, and analysis; assurance of data quality, creation of reports, and interpretation of data analysis for the program areas; processing electronic data reported to the division to support surveillance activities; managing surveillance databases and the servers that support critical division functions. The position requires working closely with the lead Informatician, as well as collaborating with epidemiologists and disease investigators that serve various division program areas.

The ELR Specialist will support several key electronic laboratory reporting activities, including processing, standardizing and routing electronic lab reports, managing Rhapsody routes and configurations, managing database applications used by disease surveillance staff, monitoring ELR activity/volume and assessment of reporting standards. This is a rare opportunity for a bright and motivated individual to gain valuable work experience in a major urban health department. This position is full- time, Monday through Friday, and may require occasional availability after-hours to support Program activities.

SPECIFIC DUTIES The ELR Specialist will participate in activities associated with electronic laboratory reporting and Health Level 7 (HL7) messaging standards. Key activities of this position include: • Evaluate incoming messages for HL7 meaningful-use compliance • Develop and maintain Rhapsody routes for message processing • Develop and maintain message mappers to standardize data and convert data standards where appropriate • Generating reports to monitor ELR volume • Assist with monitoring and managing servers hosting division applications (e.g. Rhapsody, database applications, SAS, web services, SFTP), including system upgrades and security updates • Monitor and manage movement of data from initial report through import to one of several web-based database applications • Facilitate data transfers between Philadelphia surveillance systems and Commonwealth of Pennsylvania surveillance system. • Participating in emergency preparedness activities at the discretion of the Bioterrorism and Public Health Preparedness Manager • Other duties as assigned by Epidemiology/Informatics leadership and the Division Director

Qualifications: REQUIRED QUALIFICATIONS A bachelor’s degree in a science oriented field from an accredited college or university with an interest in public health or informatics. Applicants should have working knowledge of web-based database applications, SQL and JavaScript. Familiarity with SAS, or other data analysis software is desired, but not required. This position requires attention to detail, excellent communication and organizational skills, and the ability to learn new skills quickly. Candidates should have excellent English language skills, including composition and grammar. Applicants should be equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration. Flexibility, professionalism and the ability to manage multiple projects simultaneously are highly valued attributes. He or she should enjoy challenging work that requires both meticulous attention to detail and the opportunity to work in a dynamic urban health department.

The Division of Disease Control has primary responsibility to identify and respond to 70 reportable diseases and conditions through 9 program areas including: Acute Communicable Diseases, Bioterrorism and Public Health Preparedness, Epidemiology, Immunizations, Hepatitis, Healthcare Associated Infections/Antimicrobial Resistance, Tuberculosis Control, Sexually Transmitted Diseases and STD Clinic.
