Position Description: EvalGroup is conducting a city-wide survey in the Charlotte-Mecklenburg Area and we are currently hiring a survey data collection supervisor to manage the survey field operations. The survey will be conducted in select community/neighborhoods and business corridors, collecting in-person (door-to- door at businesses, apartment leasing office and community spaces) and online data on citizen perception of government services. The supervisors will be responsible for overall data collection during the survey pilot phase as well as final survey administration phase. The supervisors will directly report to EvalGroup staff and will manage a team of up to 10 data collector assistants for the duration of the survey between Monday, July 3rd through Monday, October 1st, 2018. Furthermore, the supervisors will be responsible for conducting every two-days check-in meeting with the data collection assistants to ensure timely completion of the survey. Finally, the supervisors will also be involved with survey recruitment efforts, including in-person meetings with community liaisons, HOA managers, COA managers, apartment managers, not-for-profit representatives, where applicable.

Responsibilities • Responsible for oversight of day-to day field data collection in assigned communities/neighborhoods/business corridors in the City of Charlotte • Assist the EvalGroup team it the recruitment and retention of the field data collectors throughout the duration of the project • Supervise individuals and/or team(s) of data collection assistants, including: Creating and maintaining interactive and collaborative teams. Managing data collection schedule. Make travel arrangements for the data collection assistants to go the sites per the schedule. Establish data collection goals and target for each team of assistants. Motivating and enhancing data collection assistants job satisfaction. Implementing project processes and requirements to meet productivity goals. Evaluating data collection assistant’s skills through simulation exercises and ongoing monitoring. Provide constructive feedback to either improve or positively reinforce data collection assistant’s performance • Leads every two-days check-in with data collection assistants, collecting updates, progress, feedback and managing process improvement during data collection phase • Reports to EvalGroup Consultants every two days on data collection progress, feedback and strategies for process improvement • Coordinating with community liaisons, apartment managers, HOAs, COAs and not-for- profit representatives regarding data collection schedule and team member assignments • Participates in a one-day in-person orientation, training and simulation exercise to understand purpose of survey and survey data collection process • Ensures all team members adherence to survey data collection rules of operation • Responsible for timely completion of survey milestones and safety of all study material such as a handheld tablets, chargers, and other material • Proactively assesses gaps in data collection and consults with EvalGroup on process change methods and efforts • Exercise good judgment in problem solving and maintain open lines of communication between other team members and supervisor. • Answer questions in a positive and constructive manner. Redirect other questions to Supervisor at the end of every survey.

Qualifications: • Bachelor’s degree in public health, social work, social sciences, urban planning, public administration, research, communications or related field preferred. • Minimum two years’ experience managing similar community-based projects and managing small teams performing data collection • Bilingual in English and Spanish (must be able to speak, read and write English and Spanish)
