Position Description: Performs complex managerial and technical work in the daily operations of the National Electronic Disease Surveillance System (NEDSS). Work involves goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating Group activities; developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under supervision of the manager of the Infectious Disease Control Unit, with moderate latitude for the use of initiative and independent judgment. Essential Job Functions: (35%) Establishes goals and objectives related to expenditure of federal and state funds regarding NEDSS. Develops and approves schedules and priorities for general revenue budgets, cooperative agreements, memoranda of agreement, and contracts managed by the Branch and prepares responses to audits and other reporting and monitoring requirements related to these activities. Develops and evaluates budget requests, monitors budget expenditures, and makes adjustments as necessary. Identifies areas of needed change and makes recommendations to improve operations related to management of general revenue budgets, cooperative agreements and contracts. Prepares and/or provides technical guidance related to legislative appropriations requests (LAR), fiscal impact statements, exceptional items, general revenue budgets, cooperative agreements and contracts managed by the Branch. Develops and implements quality assurance procedures, standards, and methodologies to monitor compliance with standards and procedures. Assures that data integrity and confidentiality are maintained. (25%) Provides technical guidance related to infectious disease data reporting with special emphasis on the use of the statewide National Electronic Disease Surveillance System (NEDSS). Guidance may involve preparation of rules to identify what and how to report, auditing reporting sources, developing operating procedures and guidelines, management of disease databases and electronic laboratory records, epidemiologic analyses of data, and generation of reports to Department programs and federal agencies. Oversees analyses of data reported through NEDSS. Develops and implements techniques for evaluating NEDSS data quality, thoroughness, and timeliness. Identifies areas of needed change and makes recommendations to improve operations related to data reporting. (25%) Performs advanced management and oversight for all operations of the NEDSS Group in collaboration with the Branch and Unit Managers. Manages staff development plans and activities for. Plans, assigns, and supervises the work of the NEDSS Group staff including hiring (prepares positions descriptions and interview questions), disciplining (terminating), rewarding, (grants merit increases, promotions), assigns and/or reassigns duties. Develops and approves schedules and priorities for Group staff and manages performance evaluation activities, time and leave records, travel, and training; resolves employee relations problems. (10%) Develops, reviews, revises, and implements legislation related to NEDSS and electronic infectious disease reporting. Plans, implements, coordinates, monitors, and evaluates policies and procedures and monitors compliance with policies and procedures related to electronic infectious disease reporting and prevention. Represents the NEDSS at meetings, conferences, and seminars or on boards, panels, and committees. Manages continuous process improvement regarding NEDSS. May review legislation and prepare bill summaries. May serve as resource person for assigned initiatives, exceptional items and bills. (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligation for disaster response and/or recovery of Continuity of Operations (COOP) activation. Such participation may require an alternative shift patter assignment and/or location.

Qualifications: • Master’s or doctor’s degree in public health or related field with at least 6 years’ work experience in infectious disease control and prevention with at least two years of budget, grant, or contract management experience. • Experience in directing and managing works of others. • Experience in working with large databases preferred.
