Position Description: Epidemiologist (hired as Sr. Research Data Analyst through the Johns Hopkins Bloomberg School of Public Health)

General summary/purpose:

The incumbent will serve as an epidemiologist based at the Baltimore City Health Department (BCHD) Office of Epidemiology Services. He/she will be responsible for carrying out a range of investigative and analytical epidemiologic activities related to the surveillance, detection, and prevention of diseases and injuries. The incumbent will work as a team member under the direction of the Chief Epidemiologist to conduct routine epidemiologic functions comprising surveillance, data collection, data analysis using basic epidemiologic methods, and assistance with epidemiologic investigations and program evaluation.

The purpose of this position is to conduct epidemiologic analyses focused on aging (50%), morbidity and mortality surveillance (about 50%), and other areas as needed. Results of the analyses will be used in preventing and controlling specific communicable and chronic diseases, injuries, and other health conditions and in planning and evaluating health programs. The incumbent’s work will aid in the monitoring of health status and its correlates, identifying trends or outbreaks of diseases or other adverse health events, and providing data and information about corrective actions or programs to promote and protect public health in Baltimore City.

Specific Duties/Responsibilities:

Participation in Epidemiologic Investigations

The incumbent will participate in epidemiologic investigations and have primary responsibility for data collection, analysis, interpretation and reporting. He/she will use established scientific and technical methods and practices to identify and evaluate a wide range of health conditions within assigned program areas to recognize public health problems pertinent to the population, and to determine feasibility of and approach to epidemiologic investigations. He/she will perform data analysis and interpretation, utilizing knowledge of statistics and quantitative analysis commonly employed in epidemiologic evaluations to interpret and analyze observed health phenomena. The incumbent will use databases for analysis of health problems and surveillance systems to collect disease or health outcome data. He/she will gather data from available sources. This will involve creating and maintaining databases, records and files, and developing and implementing data collection quality assurance procedures to ensure validity and reliability of analysis findings. The incumbent may also analyze survey data.

Participation in Surveillance Activities

The incumbent will identify surveillance data needs, implement new or revise existing surveillance systems, report key findings from the surveillance system, and support evaluation of surveillance systems. He/she will generate descriptive analyses of surveillance data for a variety of audiences.

Consultation on Scientific and Technical Issues

The incumbent will serve as resource by providing epidemiologic expertise and technical assistance to BCHD staff and various public, private, and non-profit health and health-related state and local agencies and organizations. The incumbent will make important design and data collection methodology recommendations for data issues like data collection, entry, quality assurance, and transfer. He/she may develop data collection and analysis methodology, including defining in detail data requirements, data sources and proper data collection procedures, e.g., computer programs, appropriate data fields, databases.

Presentation, Publication, and Dissemination of Data and Epidemiologic Findings

The incumbent will conduct literature reviews and assist in preparing reports from analyses of data, literature reviews, and other information using demographic and epidemiologic analytic techniques, and evaluation. He/she will present data at meetings to diverse audiences, both scientific and nonscientific. He/she will prepare responses to requests for information and data. The incumbent will also contribute to writing sections of publications and manuscripts. He/she will generate reports, charts, tables, and create presentations.

Participation in Administrative and Program Projects and Activities Related to Technical, Scientific, and Programmatic Expertise

The incumbent will participate in writing grants and other funding proposals. He/she will also participate on internal and external committees and workgroups related to areas of expertise. The incumbent will write and assist with implementation of program evaluation and monitoring plans.

Participate in Preparedness and Response Activities

The incumbent will participate in the BCHD infectious disease duty officer rotation to respond to after-hours/weekend/holiday calls related to urgent infectious disease matters in Baltimore City. He/she will also participate in BCHD preparedness and response activities for public health emergencies, including those that may occur outside of normal business hours Performance of Other Duties, as Assigned

Examples of daily activities: Analyze confidential data (vital statistics data, emergency department and inpatient hospitalization discharge data, etc.) Draft summaries of analysis findings and text for reports Make maps using ArcGIS Review and fulfill data requests for BCHD staff, media, Mayor's Office Meet with BCHD staff and partners to understand data and evaluation needs Write evaluation plans and support implementation of these plans Identify datasets for potential analysis

Qualifications: Minimum qualifications:

Masters degree or higher in epidemiology, biostatistics, public health, or related discipline. One (1) year related experience. Ability to create maps using ArcGIS software.

Preferred qualifications:

Doctoral degree in epidemiology, biostatistics, public health, or related discipline. Work experience, particularly in public health practice setting. Program monitoring and evaluation experience. Demonstrated ability on significant graduate project or additional doctoral education may substitute for experience.

Technical qualifications or specialized certifications:

Ability to create maps using ArcGIS software.

Special knowledge, skills, and abilities:

High proficiency in using ArcGIS software to make maps, Stata data analysis software (and/or another code-based data analysis software), and Microsoft Office Suite. Conscientious with strong attention to detail. Excellent oral and written communication skills. Ability to work independently and in concert with others. Demonstrated experience in being proactive and taking initiative.
