Position Description: The Arizona Department of Health Services (ADHS) is looking for a motivated and dedicated individual to join our team! The Deputy Director for the Division of Planning and Operations (DPO) reports directly to the Director of ADHS and is responsible for overseeing the following Department areas: information technology, business and financial services, procurement, budgeting, audit and investigations, facilities management, human resources, and workforce development. This Division serves the entire agency with essential business functions to promote Health and Wellness for all Arizonans. The guiding philosophy for the Division is to provide these services as effectively and efficiently as possible, and to do so in a manner that engages our internal and external colleagues while providing excellent customer service.

Responsibilities include:

Ensuring effective and efficient administration of the operations of the Department and providing direction and oversight for Assistant Directors and Administrators within DPO

Planning, organizing, directing, controlling, and staffing the information technology, business and fiscal operations, and human resources areas of the Department

Evaluating business processes and progress measurement and developing and implementing programs to improve the way business is conducted

Ensuring continuity of operations

Establishing and implementing Division specific, actionable and quantitative strategic plans that align with agency priorities and monitoring to ensure the execution of those plans

Planning and implementing programs to ensure appropriate evaluation, development and mentoring of Department staff; ensuring staff are qualified and trained to do their jobs

Encouraging a culture that promotes professionalism, excellence, collaboration, empowerment and accountability, initiative and risk- taking, results orientation and a customer service focus

Developing, independently and in coordination with the Director and other senior managers, policy direction for the operation of the Department

Representing the Director and/or Department at a variety of meetings, including those with the executive branch, legislative branch, other state agencies, and stakeholder/community partners

Establishing personal and professional credibility, gaining respect and building trust with the Director, senior management team, employees and stakeholders

Collaborating with other agencies and community partners

Qualifications: Requirements include:

Knowledge of state legislative, procurement, human resources, and budget processes and laws

Knowledge of information technology and IT management and infrastructure

Two or more years successive experience managing operations for a large government organization

Knowledge of Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies

Must be a strong and proven leader with management experience in optimizing team resources; this would include managing physical and fiscal resources and successful experience in recruiting, evaluating, developing, and motivating staff

Possessing a track record of exceptional relationship building; a demonstrated ability and desire to interact with stakeholders to establish credibility and build stronger ties

A self-starter with an internal sense of direction; demonstrated initiative to get the job done

Known for integrity, flexibility, and energy.

A polished, professional with strong oral and written communication skills

Ability to work with staff at all levels

Results oriented and able to take risks

Support a diverse multi-cultural workforce that reflects the community, promotes equal opportunity at all levels of public employment, and creates an inclusive work environment that enables all individuals to perform to their fullest potential free from discrimination

Highly creative and known for thinking "outside the box" and for generating multiple ideas

Master's Degree in Business, Public Administration, or Public Health or equivalent experience

Preferred Qualifications: Preference will be given to candidates with prior Public Health experience
