Position Description: NYC DOHMH Bureau of Epidemiology Services (BES)seeks a Senior Evaluator for ThriveNYC to lead Thrive NYC program evaluation activities. ThriveNYC is a citywide plan to create a mental health system that works for all New Yorkers, which consists of 54 mental health initiatives. This person will be responsible for leading the design and implementation of a quantitative evaluation of effectiveness of Thrive NYC programs. In collaboration with City Hall, Division of Mental Hygiene, and community partners, the Senior Evaluator for ThriveNYC will develop comprehensive population-level as well as individual-level evaluation measures. Using expertise in epidemiology methods and causal inference, the selected candidate will identify data sources, analytic methods, and supervise data analysis activities. The selected candidate will lead the development and management of the evaluation strategy throughout the development and implementation phases of the various ThriveNYC initiatives. They will also be responsible for coordination and communication with multiple Thrive NYC stakeholders, including City Hall, DOHMH programs, and CUNY researchers and will lead the development and dissemination of interim and final evaluation results and provide feedback to improve Thrive NYC programs.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: --Lead the design and implementation of Thrive NYC program evaluations to assess short-term and long-term public health impacts of Thrive NYC. --Coordinate and communicate with multiple Thrive NYC stakeholders, including City Hall, DOHMH programs, and CUNY researchers around ThriveNYC evaluation activities. --Work with data analysts, informatics, and program staff to execute program evaluation plans, including 1) data sharing agreements, 2) data acquisition and linkage, 3) data analysis 4) dissemination of results. --Collaborate with analysts in the Division of Mental Hygiene to coordinate agency-wide Thrive NYC evaluation activities. --Provide consultation to DOHMH program directors and data analysts on evaluation designs, analytic methods, and interpretation of results. --Author technical and research reports for senior managers and external stakeholders and both agency- and peer-reviewed publications based on findings from Thrive NYC evaluation analyses and other projects. --Work closely with Bureau and Division leadership and staff to collaborate on and coordinate analysis and research. --Ability to supervise junior analysts, as team grows in the future.

Qualifications: Minimum Qual Requirements 1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of fulltime experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Organization Description: The Bureau of Epidemiology Services (BES) collects, analyzes and communicates data to monitor and improve the health of New Yorkers. BES provides statistical and analytic support for public health surveillance, epidemiologic research, and program evaluation at DOHMH. The Bureau also promotes strengthening internal capacity for research and evaluation through consultation and regular trainings for DOHMH staff. The Bureau plays a pivotal role in initiating and managing inter- and intra-agency collaborations, including acquiring data, designing studies and methods, analyzing data, and disseminating findings.
