Position Description: The Opportunity The division of Health Systems Quality Assurance (HSQA) is responsible for the oversight of Washington State's health care delivery system which includes licensing and regulating over 400,000 health care professionals and 7,000 facilities. HSQA also works closely with communities and local health partners to build strong health systems and prevention programs across the state to help ensure communities have access to good health care and emergency medical services. Learn more about HSQA. The primary responsibility of the Drug Take Back Operations Manager is the oversight for implementing and operating the state-wide Drug Take Back Program. This is a highly visible, politically sensitive and complex program that has complex regulatory implications. This position represents the agency and communicates and coordinates with the entities such as the Department of Ecology, drug manufacturers, authorized collection sites (such as pharmacies, hospitals and law enforcement), healthcare boards and commissions, and external stakeholders. This is a full-time permanent Health Services Consultant 4 (HSC 4) within the Division of Health Systems Quality Assurance – Office of Health Professions.

What will you be doing? – Duties include: -- Serve as the technical specialist and agency expert and oversee the implementation and operations of the Drug Take Back Program (an issue of high visibility and sensitivity). There is a high risk to the agency if the program is not implemented on time.

-- Act on behalf of the department for this program to develop and enforce regulations, set practice standards and enforcement of violations.

-- Draft and develop rules, policies, and interpretive statements, coordinating directly with stakeholders and other interested parties through the automated rules management system and other electronic resources.

-- Review and analyze legislative bills to determine impact on program and complete bill analysis and fiscal worksheet.

-- Serve as primary contact for the Drug Take Back Program by answering questions and interpreting/explaining information, such as rules and policies, for inter- or intra-agency, state and local government, associations, legislative staff, the public and other entities or individuals.

-- Prepare and monitor budget and fiscal data for reporting.

-- Provide program education and outreach.

Qualifications: Required Qualifications

-- Option 1: Bachelor's degree or higher; AND two (2) or more years of professional management or consultative experience in a health services program.(Examples of a health services program include, but are not limited to, healthcare administration, reimbursement, planning, rule or legislative implementation, government programs, etc.)

OR

-- Option 2: Master's degree or higher in public administration, business administration, public health administration, or related field; AND one (1) or more years of professional management or consultative experience in a health services program. (Examples of a health services program include, but are not limited to, healthcare administration, reimbursement, planning, rule or legislative implementation, government programs, etc.)

AND

-- One (1) or more years of experience in rule and policy drafting and development, or similar administrative program.
