For more information, please visit: http://www.clintonhealthaccess.org Program Overview In Cambodia, CHAI has worked with the government for more than ten years to rapidly scale the response to the HIV epidemic. Our HIV partnership now focuses on expanding access to highly optimal antiretroviral therapy such as dolutegravir and better pediatric formulations, improving quality of service delivery, and accelerating progress toward elimination of mother-to-child transmission of HIV. CHAI is also launching a new collaboration with the government on the treatment of latent tuberculosis infection (LTBI). This program will introduce a new and improved treatment for LTBI to people living with HIV and young children exposed to tuberculosis patients - populations most at risk of developing active tuberculosis. Position Overview We are seeking a highly motivated Program Manager for our HIV and TB programs with outstanding credentials, analytical ability, and communication skills. The candidate must be self-driven, adaptable and have a high level of comfort with ambiguity. They will be expected to function independently and flexibly, with little to no oversight. They must be self-assured, a fast learner, resilient, and a strong team player. The Program Manager will be based in Phnom Penh, Cambodia, and will oversee all aspects of CHAI's HIV and Tuberculosis work in Cambodia. The Program Manager will foster a decade-long engagement with the Cambodian National Center for HIV/AIDS, Dermatology and STDs (NCHADS) and build a new relationship with the Cambodian Center for Tuberculosis and Leprosy Control (CENAT).

• Develop and oversee the strategic direction and implementation of the Cambodia HIV and TB programs, ensuring consistent availability of optimal health commodities for life-saving care and treatment programs. • Manage a team of associates and specialists to provide in-depth and high-quality technical assistance to Ministry of Health (MoH stakeholders), especially NCHADS and CENAT. • Launch CHAI's tuberculosis work in Cambodia. Recruit and onboard staff, develop workplans, sensitize stakeholders to the goals of the project, and support the government to develop time-bound, action-oriented plans to introduce a new, preventive therapy for latent TB infections. • Serve as a trusted advisor to various units within NCHADS and CENAT on a range of clinical, technical, and programmatic issues in order to ensure commodity security; accelerate introduction of optimal products; improve quality of patient care through provider training and material development; and position the national programs to achieve ambitious targets (including WHO-certified elimination of mother-to-child transmission). • Identify key impediments/bottlenecks to the successful execution of the Cambodia Health Sector Strategic Plan – HIV (HSSP-HIV); mobilize CHAI resources and partners to develop solutions and rapidly address bottlenecks. • Build CHAI programs by proactively identifying additional sources of funding, continually developing capacities and skills of staff, and identifying human resource needs and leading recruitment when appropriate. • Advise Cambodia Country Director on a range of implementation issues, including identifying new funding opportunities for existing and new work streams. • Manage relationships with internal and external stakeholders, including donors, in-country partners, and various CHAI teams. • Manage the program operations, finances, and workplans, and ensure on-time and quality donor deliverables and reporting. • Other responsibilities as needed.

Qualifications: • Bachelor's degree with exceptional experience, or a graduate degree • 8+ years of progressively responsible program management experience in a demanding, results-driven environment • Strong communication, strategic, and analytical capabilities, with fluent proficiency in Microsoft Word, Excel, and PowerPoint • Exceptional diplomacy and interpersonal skills, with demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment • Experience mentoring and leading teams that can manage multiple tasks simultaneously, set priorities, and work independently at a fast pace with minimal structure • Ability to navigate complex government processes and relationships, with care to always act with diplomacy • Strong command of written and spoken English in business and public health settings Advantages: • Management consulting, pharmaceutical, or healthcare industry experience • MBA or MPH • Experience living and working in Southeast Asia or another resource-limited setting • Fluency in Khmer language
