Opportunity: R4D seeks a Senior Program Officer to serve as the health financing specialist on the recently awarded USAID-funded Control and Elimination of Neglected Tropical Diseases – Element Two (CEP-NTD) Project, a global initiative led by RTI with the following priorities across 13 countries in Africa, Asia, and the Caribbean:
- Support countries to efficiently and effectively complete WHO treatment requirements for all communities endemic for Lymphatic Filariasis and trachoma;
- Assist select countries to meet WHO requirements for verifying the elimination of transmission of onchocerciasis;
- Support countries to achieve sustainable service delivery approaches through leveraging domestic resources (funding, policy, existing service delivery platforms) and other means, and to technically and operationally manage their own NTD control programs;
- Support countries to “mainstream” NTD programs by facilitating their eventual inclusion into the broader national health system. Examples of successful mainstreaming include: NTD programs are included in endemic country annual budgets with adequate funds and executed budgets; NTD control and morbidity management responsibilities are clearly designated within the existing workforce and competencies monitored in supportive supervision visits; NTD indicators are included and monitored among national health indicators; and national policies are in place to empower the workforce to fulfil essential NTD activities; and
- Maximize efficiencies and program effectiveness to reach greater numbers with NTD interventions through leveraging and complementing related sectors and their platforms, including Basic Education, Malaria, WASH, Maternal and Child Health, and Nutrition.
The project countries include Bangladesh, DR Congo, Ethiopia, Haiti, Indonesia, Laos, Mozambique, Nepal, Nigeria, Philippines, Tanzania, and Uganda.
This position is based in Washington, DC, housed jointly by the RTI’s CEP-NTD project office and R4D. The Senior Program Officer will report jointly to the CEP-NTD Health System Strengthening Lead with additional mentorship, coaching, and professional development from the R4D program director overseeing R4D’s participation in the project.
The Senior Program Officer will serve as a key member of the global project team and advise the project’s overall strategy to promote domestic resource mobilization for NTDs and the mainstreaming of NTDs into strengthened health and multi-sectoral planning and management processes at the national and sub-national levels.
- Manage the facilitation of technical assistance to partner countries at the national and sub-national levels regarding the NTDs and health financing landscape and relevant policies and norms;
- Lead analytical and consultative activities in support of sustainability and transition planning exercises, including domestic resource mobilization;
- Undertake analysis to inform sustainability action plans, such as landscaping the scope and scale of current funding for priority interventions, identifying potential sources of additional funding, and evaluating policy options for domestic revenue generation and increased efficiency;
- Contribute to national and sub-national advocacy strategies to promote sustained political commitment to the NTDs response;
- Facilitate mentoring and training for decision-makers at the national and sub- national levels, including health, finance, and NTD program officials, to fill gaps in strategic information needed for evidence- informed decision-making; and
- Oversee the deployment of additional short- term technical assistance (STTA) from R4D and partners to support domestic planning and financing processes in partner countries.
Consideration for this pivotal role will be given to health policy or international development professionals with 1) experience and expertise in health financing and/or health economics; 2) experience providing project management and technical assistance to USAID- or other donor-funded initiatives; and 3) the ability to meet rigorous timelines, track results, effectively manage staff and multi-stakeholder relationships, and support decision-making at the national and sub-national level to create positive change.
