Position Description: This position is located in the Department of Health (DC Health), Center for Policy, Planning and Evaluation (CPPE), Division of Epidemiology-Disease Surveillance and Investigation (DEDSI). The mission of CPPE is to assess health issues, risks and outcomes through data collection, analysis, research and evaluation, performance of state health planning functions, and to assist programs in the design of strategies, interventions and policies to prevent or reduce infectious disease, injury and disability in the District of Columbia. The incumbent of this position serves as an epidemiologist leading informatics activities, and will be responsible for monitoring and evaluating the timeliness, completeness, and quality of data collected through surveillance activities. The incumbent collaborates with other CPPE staff and external partners in efforts to ensure compliance with data reporting and collection standards as outlined in organizational, local, and federal guidelines, policies, and/or regulations. This includes primary data management support for software applications utilized by DEDSI for surveillance activities including, but not limited to the NEDSS Base System (NBS), Arbonet, ESSENCE, REDCap, BIOSENSE and the National Healthcare Safety Network (NHSN) and maintaining accurate documentation concerning relevant surveillance program data sets including, but not limited to, variable lists and definitions, variable coding schemes, and inventories of data quality issues. The incumbent will also provide assistance as needed with routine surveillance activities, epidemiologic studies, and investigations associated with infectious disease, including on-call activities. The incumbent will also prepare written products related to the scientific work of the position such as: study proposals, project plans, scientific and technical papers, grants, publications, and reports, professional journal articles, etc. Presentations include formal and informal settings with co-workers, consulting with colleagues, and/or field personnel both within and outside the agency, or formally presenting study findings at professional conferences and meetings with the public.

Qualifications: Knowledge, Skills and Abilities Relevant to this job include: - Knowledge of epidemiological principles and statistical analysis methods. - Applied experience collecting, managing, analyzing, and disseminating surveillance and survey data. - Knowledge of systems and procedures necessary for surveillance and investigation of chronic diseases. - Experience assisting in data management, development of data collection forms, disease fact sheets, and survey instruments. - Experience assessing the availability and adequacy of data sources to support surveillance programs and research while making determinations of the most relevant data, study design and methods. - Ability to analyze and interpret statistical data, and prepare well-written reports. - Knowledge of concepts, principles, methods and techniques of administering public health programs. - Skill in using database software (i.e., Microsoft SQL Servier) and other relational databases, and statistical analysis software (i.e., SAS). - Knowledge of survey design, administration, and evaluation. - Excellent oral and written communication skills
