Position Description: Program Specialist V Monitoring the creation and development of one new and one existing database related to HIV medications, prevention, and care. Performs highly advanced and supervisory consultative work to develop, implement and maintain data systems to monitor and report on program activity for contractors providing HIV prevention and testing and counseling services, HIV medical and psychosocial support services, and HIV medication services. Consults with Branch staff to ensure that program goals and objectives, as well as federal and program guidance, are reflected in the data system, and that the data system captures and reports on data associated with goals and objectives. Develops policies and procedures for meeting the Health Resources and Services Administration (HRSA) and the Center for Disease Control and Prevention (CDC) reporting guidelines. Develops and implements operational and procedural training for administrative agencies and subcontractors on a statewide level. Develops priorities and standards for achieving program goals. Performs quality assurance and participates in HRSA and CDC site visits of administrative agencies, subcontractors and DSHS. Serves as Program point of contact to agency IT department on data systems. Oversees budget for data management systems and is responsible for contractor billing oversight. Evaluates program policy and procedures to determine effectiveness. Coordinates program activities with other program managers within the Branch. Serves as liaison to HRSA and CDC by setting up and attending meetings, providing required data information and answering program related questions. Works under the direction of the Program Evaluation Group Manager with wide latitude for the use of initiative and independent judgment.

Qualifications: Experience administratively supporting large projects. Five years of public health experience. Relevant Master’s degree may substitute for two years of experience; relevant bachelor’s degree may be substituted for one year of experience. Experience with data extraction, and the development and maintenance of databases. Knowledge of disease control and/or reporting. Skill in analysis and experience with SAS/R/SQL or similar statistical software for data management and analysis preferred. Journey to master level skill in Microsoft Office Suite.
