Position Description: This is a highly responsible position reporting to the Communicable Disease Director of the Department of Health in administers an epidemiology program throughout Broward County including disease surveillance, in investigation and control.

Conducts complex activities around surveillance of disease (in individuals and outbreaks) to include disease associated with food, water, and those suspected of being due to weapons of mass destruction and biological agents. This process would include interviewing individuals and writing up these reports so they can be submitted to the the electronic database. This may also entail questionnaire and interview design. Will also advise patients regarding their disease and how to prevent future occurrence (if the disease can recur). Initiate case investigations or reported diseases on the direction of surveillance and investigation supervisors during specified time intervals. This may include appropriate and targeted field investigations and notification of managers for appropriate action. The position involves looking at the data entered and writing reports. Also, provide oral and written presentations to both health department employees and the community thus providing education. Directly Supervise Epidemiology program including disease reporting, surveillance, investigation and control. Ensure targets are met regarding the timeliness and accuracy of disease reporting and entry into the Merlin system. Ensures the DOH-Broward meet meets all epidemiology preparedness capacities outlined by the CDC and NACCHO in Project Public Health Ready. Oversee influenza surveillance incoordination with sentinel physicians. In coordination with the the Environmental Health Director, oversee investigation of food and water borne disease outbreaks. Oversee Hepatitis surveillance, including perinatal Hepatitis B program. Ensure outreach to community partners, laboratories and providers for the purpose of sharing health and epidemiology information and increasing disease reporting. Work with other Senior Leaders to integrate epidemiology into all CHD programs with regards to program development, monitoring and evaluation. Responsible for all supervisory duties in including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Incumbent is responsible for approving direct reports’ timesheets, as well as supervising and counseling staff. Motivates employees to improve the quality and quantity of work performed. Plans workloads, workflows, work work objectives and time utilization with employees. Evaluates direct reports performance through establishing performance indicators and conducting period periodic performance reviews. This includes meeting with employees to ensure the established criteria are met. Trains employs to perform an effective and efficient job. Communicates with employees both individually and in staff meetings. Direct the work of employees to ensure best use of time and resources. Responsible for ensuring targets are met regarding the timeliness and accuracy of disease reporting and entry into the Merlin system. Responsible for ensuring relationships are maintained with hospital ICPs. Responsible for the preparedness related epidemiology programs such as syndromic surveillance and ensures the DOH-Broward meets all all epidemiology preparedness capacities outlined by the CDC and NACCHO in Project Public Health Ready. Responsible for influenza surveillance in coordination with sentinel physicians. In coordination with the Environmental Health Director is responsible for investigation of food and water borne disease outbreaks. Responsible for Hepatitis surveillance, in including perinatal Hepatitis B program. Responsible for the case management program for for Zika infected pregnant women and their infants. infants. Responsible for outreach to community partners, laboratories and providers for the purpose of sharing health and epidemiology information and increasing disease reporting. Work with other Senior Leaders to integrate epidemiology into all CHD programs with regards to program development, monitoring and evaluat evaluation. Performs other related duties and responsibilities as directed or assigned. KNOWLEDGE SKILLS & ABILITIES •Knowledge of principles and processes involved in business and organizational planning, coordination, and execution. This may include strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods. •Knowledge of the terminology, principles and techniques used in biological research, analysis or testing. •Knowledge of the terminology, principles and techniques used in Hospital Infection C Control/Epidemiology •Knowledge of the procedures, techniques and equipment used in laboratory testing and analysis. •Knowledge of the methods of data collection. •Skill in the use of scientific laboratory and field equipment. •Ability to collect record and analyze scientific data relating to the biological sciences. •Ability to conduct biological research, studies or analyses using scientific methods and techniques. •Ability to perform quantitative analysis of scientific data. •Ability to plan, organize and coordinate work assignments. •Ability to communicate effectively. •Ability to establish and maintain effective working relationships with others. •Ability to work independently. •Ability to utilize problem-solving techniques. •Ability to understand and apply applicable rules, regulations, policies and procedures relating to the biological sciences.

Qualifications: MINIMUM QUALIFICATIONS •Must be able to share 24 hour on call with the Communicable Disease Director for FDOH- Broward. Must be able to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Emergency duties may also include in- state and/or out-of-state deployment.

PREFERRED QUALIFICATIONS •MPH or MSPH concentration in Epidemiology. •A minimum of seven years experience working as an infectious/communicable disease epidemiologist. •A minimum of five years supervising in an Epidemiology Program. •Certification in infection prevention and control. •Valid driver's license free of major infractions and access to a reliable automobile to be utilized for work purposes.
