Position Description: This is a highly responsible position in the HIV/AIDS Section. This position develops and administers the overall functions of the Patient Care Program. Responsibilities include the supervision of staff responsible for the Field Services Unit, and the AIDS Drug Assistance Program Unit. This position is responsible for communicating with motivating, training and evaluating staff as well as planning and directly their work. This position has oversight for over $100 million in federal and state funding that provides patient care and support services through all 67 county health departments and/or through contracts with community based organizations throughout the state. This position is responsible for the Patient Care Program’s quality improvement and technical assistance activities, contract development and review, budget development, grant writing and management, legislative issues and research, and organizational development. Responsible for the supervision of staff including appraisals, planning and directing their work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions. This position reports directly to the Administrator of the HIV/AIDS Section. Provides consultation for program planning, program development, program management, and special project administration in order to meet management objectives and make recommendations for process improvement. Provides technical assistance regarding programmatic issues and assists in interpreting federal legislation and regulations and grant policies, protocols and guidelines to senior management and professional staff, including field staff. Directs and coordinates the work of professional staff involved in quality improvement activities and provides daily supervision and technical assistance to field staff on patient care program matters. Personnel counseling and motivation are included in these activities, as well as staff training and evaluation. Provides consultation and historical perspective on patient care operations to department staff, other agencies and states. This activity includes participating in the development and implementation of legislative actions and evaluation of the impact of legislation on program operations and the need for and preparation of legislative budget requests. Provides on-site technical assistance and management consultant services to field staff, community based organizations, and community planning bodies on an ad-hoc basis. Represents patient care in local, state and national public forums, including the quarterly Florida Community Planning Group meetings, and facilitates federally required public meetings on an annual basis. Develops and implements allocation methodologies for different funding sources, which includes facilitation of a statewide representative workgroup. This activity also includes coordination with all programs of the section and senior management. Plans workloads, workflows, deadlines, work objectives and time utilization with employees. Oversees the Transitional Assistance Project with the Department of Corrections as well as the Ryan White Consortia Peer Education Project and all other direct services projects under the federal Ryan White Title II grant. Coordinates and assists the clinical staff within the section with funding issues for special projects and ongoing patient care program issues. Serve as a member of the CQM Statewide Executive Committee and participate in activities that will guide the CQM program statewide. Knowledge, skills and abilities, including utilization of equipment, required for the position: • Knowledge of the Ryan White Program and the Health Resources and Services Administration • Knowledge of Patient Care services and methods of delivering client services • Knowledge of methods of compiling, organizing and analyzing statistical and financial data • Ability to compile, organize and analyze data and make recommendations, to perform research, to prepare reports, applications, documents and other written materials • To understand and apply applicable rules, regulations, policies and procedures, to work with others in a consultative role • To plan, organize and coordinate work assignments, to communicate effectively verbally and in writing and to establish and maintain effective working relationships with others • Experience leading a large team and supervising staff
