Position Description: Massachusetts’ Office of Medicaid (MassHealth) is looking for an exceptional Manager to join the Office of Analytics. The MassHealth Analytics team produces quantitative and qualitative analyses to inform business decisions at MassHealth. Reporting to the Director of Analytics, the selected candidate will manage a team of analysts and will collaborate closely with other MassHealth units to identify and answer key analytic questions to inform MassHealth policy and operations. The Manager will primarily support the portfolio of work under Strategy, Program Integrity, and Budget units. This is an excellent opportunity for an individual who has superb programming skills in SAS/SQL, a keen ability to manage a talented technical team, and a passion to use data to influence healthcare.

Duties and Responsibilities (these duties are a general summary and not all inclusive): -Manage a team of analysts to design, develop, and implement adhoc analyses and standard reports. Ensure the quality and timeliness of team’s work. -Oversees the daily operations, prioritization, tracking, and distribution of analytic work. -Provides oversight of technical approaches to analyses produced through SAS, SQL, and BI Tools such as Tableau and Cognos. Reviews deliverables to ensure sound analytic approach. -Communicates and assesses the needs of business units and formulates analytic plan to meet business needs. Ensures analyses are clearly defined and executed successfully. -Presents analyses to senior leadership, highlighting techniques, results, and limitations. -Manages relationship and provides guidance to vendors. -Onboards and trains new analysts. Promotes professional growth and staff development. -Create processes and standard procedures to ensure work product is delivered efficiently. -Partner with IT to implement data needs as it relates to analytics. -Serve as a subject matter expert on MassHealth data, providing insight into the capabilities and limitations of MassHealth data, particularly relating to the calculation of costs, quality, and utilization measures. -Other duties as assigned.

Qualifications: -Master’s Degree in Health Care Administration, Public Health, Public Policy, or equivalent. -Demonstrated management experience. -Demonstrated experience managing data and manipulating large data sets for analytic purpose. -Strong SAS and SQL Programming skills. -Demonstrated knowledge of analytics and performance measurement -Ability to see big picture as well as detailed level. -Experience in data research related to health care analysis program design, planning, implementation and evaluation -Experience leading analytic projects, serving as the primary analyst. -Ability to manage analytic projects and drive projects to completion. -Ability to present results in a clear manner, both in written and oral format. -Ability to manage multiple ongoing, short term projects. -Ability to mentor other analysts.
