Position Description: Summary: The Clinical Director will oversee the clinical and interventional aspects of the PEPFAR/USAID Partners in Hope Care (PIH) and Treatment (C&T) grant. The incumbent will be hired by UCLA but based full time with PIH, in Lilongwe, Malawi and provide advice and work on specific activities related to the planning, implementation, and monitoring of program activities, under the direction of the Programs Director at PIH. This position will work closely with Malawian team leads and spend considerable time in the field (at health facilities) overseeing implementation of activities at approximately 100 hospitals and health centres across all regions of Malawi. PIH’s vision is to be the leading health care provider in Malawi and its mission is to strengthen the nation’s health system to provide quality, equitable and sustainable health services through capacity building, quality care, and research. Since its inception, it has become one of the nation’s major partners in response to the HIV/AIDS Epidemic. Through a large USAID-PEPFAR Care and Treatment Grant, PIH works with University of California, Los Angeles (UCLA) to support the delivery of evidence- based HIV health care services. Program Initiatives range from HIV testing to linkage to care, ART initiation, and activities that support retention and virologic suppression.


Technical Direction for Care and Treatment (80%) Duties include but are not limited to the following:

1. Provides technical assistance for the C&T grant at the point of service delivery (in health centres and hospitals in Northern, Central and Southern Malawi) alongside PIH program Team Leads and PIH program staff with particular focus on innovative strategies to achieve program goals of individuals tested for HIV, individuals linked to care for HIV (initiated on antiretroviral therapy), and individuals virally suppressed 2. Provides support to C&T grant activities in Malawi, including supporting communications with donors in regards to work plans, budgets, and reporting, and providing technical assistance so that program activities are carried out as outlined in the grant and in accordance with donor and PIH policies 3. Works alongside technical staff to advance PIH programs 4. Provides technical assistance in the field to ensure support and capacity building of team leads and team members 5. Assists program leads in developing and writing reports (monthly, quarterly, and annual reports or other ad hoc reports as requested by donor and/or prime). 5. Alongside the M&E Assistant Director, assists program leads in data monitoring, analysis, and development of response plans based on results 6. Assists in preparing and presenting programmatic experiences/data in national and international settings; builds capacity of local staff to prepare and present programmatic experiences/data in national and international settings 7. Supports optimal integration of program activities across grants and communicates progress, challenges and programmatic changes to Programs Director 8. Works alongside the Science Department to support implementation science activities

Management of Donors and Partnerships (10%) Duties include but are not limited to the following:

1. Participates in Partner Meetings 2. Participates in meetings and communication about the UCLA Clinical Elective programs (resident and medical student rotations) 3. Participates in Technical Working Groups, and in working towards alignment and implementation of technical best practices 4. Coordinates with the research leadership to ensure PIH research activities are part of a national research agenda process in a manner which converts findings to policy and practice

Support of Medical Education Initiatives (5%) Duties include but are not limited to the following:

1. Provides support for clinical training programs at PIH, ensuring alignment with Partners in Hope, donor, and UCLA goals for clinical training. This includes working closely with UCLA Residency Directors of the Global Health Track and with UCLA ID faculty to optimize opportunities for shared learning among Malawian and UCLA clinical trainees (medical students, residents, and fellows). 2. Supports planning and decisions about accepting medical students, residents, and fellows for short or long-term research placements (summer research, Fogarty, etc). 3. Provide direct teaching (lectures, clinical precepting) to UCLA and Malawian clinicians, as able 4. Participate in UCLA conferences and lectures as able (when visiting UCLA – ID grand rounds, lectures to residents, etc).

Support for Strategic Planning for PIH and UCLA (5%) Duties include but are not limited to the following:

1. Supports PIH and UCLA leadership to identify grant opportunities that fit within the mission of the organization and can help diversify funding and ensure the sustainability of PIH 2. Supports grant applications that are aligned and approved for submission by the leadership teams at PIH and UCLA 3. Supports the identification of areas for innovation and growth and fostering partnerships and collaborations that can help PIH and UCLA to pursue growth in innovative areas of focus

The incumbent will report to and serve under the strategic direction and oversight of the Programs Director, the Executive Director of Partners in Hope, Chief of the Division of Infectious Diseases, and the Principal Investigator(s) of any grants.

Qualifications: REQUIRED QUALIFICATIONS: • A Medical Degree in any field (family medicine, internal medicine, pediatrics, or infectious diseases preferred) • A minimum of five years experience in Public Health and HIV/TB technical leadership in a resource-limited setting in sub-Saharan Africa • Experience working with health donors, preferably with the US Government • Excellent organizational skills (will be expected to balance multiple tasks, respond promptly to emails, re-prioritize tasks based on last minute deadlines) • Culturally sensitive/competent • Excellent writing and presentation skills • Experience supervising and mentoring with a focus on capacity building clinical skills, organizational skills, writing skills, and data skills • Outstanding management skills, attention to detail, initiative, and problem-solving skills • Ability to live and work in Malawi and travel within Malawi to support programs at sites in the Northern, Central and Southern regions
