Position Description: Analyzes, evaluates, and compiles public health data to determine training needs and long-range program plans. Provides technical assistance, consultation and direction for development, evaluation, and expansion of public health preparedness and response programs. Consults with federal, state and local officials on matters related to public health preparedness. Synthesizes public health data for development of community health improvement planning and organization strategic planning initiatives. Communicates training opportunities to interested parties. Attends statewide and/or regional conferences, meetings, and workshops to obtain needed information and to inform programs and goals.

Prepares materials (plans, manuals) and trains Sumter CHD staff and community partners. Develops and/or administers curricula and/or other training materials.

Implements records management program and ensures compliance to monitor and evaluate activities and program effectiveness. Recommends program purchases to management and analyzes and tracks all expenses. Maintains budget and ensures compliance for the administration of federal grant funds or trust fund monies. Manages and maintains preparedness inventory and inventory management database.

Ensures that the appropriate health care facility Comprehensive Emergency Management Plans (CEMP) are reviewed and returned to the submitting agency, within the appropriate time-frame. Ensure that facility CEMPs meet the Agency for Health Care Administration’s (AHCA) standards. Maintain an internal record of the CEMP review process including approvals, revisions requests, and rejections.

Serves as liaison between Florida Department of Health in Sumter County and Sumter County Medical Reserve Corps (MRC), Neighborhood Emergency Preparedness Program (NEPP) participants, and Community Emergency Response Teams (CERT’S). Incumbent provides technical assistance, consultative services and direction for the development, implementation, evaluation and expansion of the above programs. Provides technical assistance, consultative services, and direction pertaining to public agencies and local governments.

Qualifications: •Knowledge of principles and processes involved in emergency and organizational planning and resource allocation, •Effective communication skills. •Understanding complex written sentences. •Identification of key causes, effective speaking, problem identification, information gathering, active listening, information organization, critical thinking. •Implementation planning, knowledge of English language, instructing, systems evaluation, economics and accounting, mathematics. •Knowledge of personnel policies and practices. •Coordination and management of personnel resources.
