Position Description: This position functions in a dual capacity - the Program Evaluator for the RI Maternal Behavioral Health (RIMBH) Program as well as the Program Manager for the Pediatric Psychiatry Referral Network. Organizationally, it is located in the Health Equity Institute, Maternal and Child Health (MCH) Program at the RI Department of Health. The position reports directly to the MCH Program Manager and Blythe Berger, Chief, Perinatal and Early Childhood Health. Primary responsibilities include: Assist in the development of evaluation plans, policies and procedures for the RIMB Program; oversee and manage all aspects of data collections and evaluation; and assist with the preparation and submission of federal grant applications. Duties include: •Research and apply evidence-based evaluation techniques; •Develop data and program systems to track and report on performance indicators; •Refine data and evaluation systems on basis based on performance indicators in program work plans; •Develop tools to aide evaluations performed by local partners; •Respond to data inquiries from internal and external partners; •Contribute to the preparation of policy briefs for departmental leaders and external partners; •Compile, produce, and disseminate progress reports to external partners; •Participate in a team approach to eliminating health disparities and obesity; •Present findings to community and professional audiences; •Oversee and monitor the implementation of required goals, objectives, and subsequent evaluation efforts associated with the all federal and state grants; •Oversee and monitor the program budget and vendor subcontracts; •Prepare and submit required reports and deliverables for federal grants including but not limited to progress reports, technical reviews, budget inquires, and data reports; •As required, attend meetings, hearings, and conferences; and •Other duties as assigned

The goals of the RI Maternal Behavioral Health (RIMBH) Program are to increase universal screening by health care providers, increase timely detection, assessment, treatment and referral, for maternal depression and related behavioral health disorders, and increase and improve access to treatment and recovery support services. The objectives are 1) Train and educate health care providers on maternal behavioral health conditions, screening, treatment, and supports; 2) Enable front- line health care providers to provide or receive real-time psychiatric consultation and care coordination support to aid in treatment of maternal behavioral health conditions; 3) Improve access to treatment and recovery services and community-based resources for all pregnant and postpartum women in RI. The goals of the Rhode Island Pediatric Psychiatry Resource Network (PediPRN) are to 1) expand primary care involvement in the PediPRN; 2) expand training and technical support to primary care providers, 3) increase telephone consultation and referral coordination services; 4) improve data collection and analysis to track performance and outcomes; and 5) identify and secure funding to sustain the project.

Qualifications: Skills Preferred Experience in program evaluation and performance measurement; ability to analyze and evaluate data and make recommendations thereon; work experience in SAS statistical software, Microsoft Excel, and Microsoft Access; knowledge and experience of public health surveillance programs and databases (e.g. BRFSS, YRBS, etc.); experience applying epidemiologic methods and public health surveillance strong communication skills, including written, verbal and public speaking; proficiency using Microsoft Office products; project management; attention to detail; ability to work with a team and independently; ability to manage multiple projects and deadlines; initiative to launch and complete long-term projects; and rapport to work collaboratively with community-based partners. Data management, training, and grant writing experience desired.
