Position Description: Baltimore City Health Department is seeking to fill the Non-Civil Service position of Clinic Administrator for the Clinical Services Bureau. The Clinic Administrator is responsible for managing complex and integrated budgets, grants, and salaries over a variety of fiscal years; assisting in the day-to-day operations of the sexual health clinics; and performing various administrative tasks for the Baltimore City Health Department's Bureau of Clinical Services and HIV/STD Prevention.

Some of the duties assigned to this position include:

Assists with the day-to-day management of the sexual health clinics.

Prepares and submits grant proposals and grant required submissions for the bureau and with contractual partners.

Prepares complex final reports, recommendations, and other informational resources for the improvement of grant programs.

Tracks funding for 175+ salaries across multiple funding sources with various fiscal years

Monitors procurement and contracts to ensure compliance with multi-million dollar grants and ensures grant funds are spent down appropriately.

Coordinates program activities across a wide variety of partners

Writes reports on program activities for submission to superiors and others.

Designs data collection forms; collects and analyzes data to determine the status of program activities

Develops, implements and recommends changes in program policies and procedures

Interprets policies and procedures for others

In coordination with clinic leadership, prepares and administers program budgets.

Ensures that payments are made and contracts are renewed as necessary.

Acts as a liaison between BCHD and MDH

Acts as a liaison between programmatic and fiscal teams

Oversees the development and maintenance of an inventory system for clinical supplies, medication, and monitoring medication storage.

Ensure compliance for the health clinics with laws, regulatory agents (Joint Commission, Maryland Department of Health, CDC, etc.), funding sources (grants, insurance companies, Medicaid, etc.) and program policies.

Applies and interprets policies, rules, and regulations

Supports BCHD efforts to establish a 340B program and implement billing and self-pay at the clinics.

Performs various administrative support tasks and special projects for the bureau; including research, analyzing data, and preparing reports.

Other duties, as assigned.

Qualifications: Required Knowledge, Skills and Abilities:

Knowledge of the principles and techniques of administration.

Knowledge of community health problems.

Knowledge of basic federal grant procedures.

Ability to plan, organize, implement and administer a health program.

Ability to make budget recommendations and control expenditures.

Ability to write grants.

Ability to develop and install program procedures.

Ability to evaluate program effectiveness.

Ability to deal with program recipients, community groups and representatives of public and private agencies.

Administrative ability.

Minimum Education and Experience Requirements:

A bachelor's degree from an accredited college or university and two years of experience in health program administration, coordination, planning or supervision. Master's degree preferred.

Equivalencies: Equivalent combination of education and experience.

Preferred Experience:

1-2 years' experience in grant writing and/or grant management

3+ years' experience in creating and/or managing budgets

Experience with inventory management

Experience with 340B programs

Experience in medical billing

Highly competent at Microsoft Office including Word, Excel, Outlook, and PowerPoint
