Position Description: Responsible for the planning, implementation and daily operations of the Maternal and Child Health Program. Develops and monitors budgets, collaborates and works closely with other programs and community agencies. Conducts supervisory and administrative duties.

Utilizes the Ten Essential Services of Public Health to assess the health issues relevant to program areas and designs effective intervention strategies and action plans aimed at improving community health. Develops, implements and evaluates best practices and evidence-based plans to demonstrate measurable population based outcomes. Assures that programming contributes to the improvement of state and national MCH performance measures and outcomes. Manages and oversees the daily operations of the Maternal Child Health Program. Responsible for the planning, evaluation and development of assigned areas. Assigns staff workload and supervises, coordinates and evaluates program staff. Conducts performance appraisals, disciplinary actions and motivates employees to achieve peak productivity and performance. With the Division Director, participates in the hiring, termination and discipline of employees. Provides guidance and training to employees. Determines ongoing training needs of staff and ensures proper training is provided. Establishes and implements policies, procedures and standards for efficient and effective operation and maintenance of programs. Monitors progress and directs changes in priorities and schedules as needed. Ensures program compliance with medical standards and local, state and federal regulations. Understands, communicates and ensures program adherence to internal Department policies and procedures. Develops and implements educational programs to improve community health, including various presentations to internal and external audiences. Works with community groups and other agencies to form partnerships to increase awareness of public health programs and concepts. Provides fiscal oversight for program, including developing the program budget, establishing program priorities and budget needs, performing needs analysis, monitoring state contracts and MOUs for compliance and coordinating with appropriate fiscal offices, program managers and local health agencies. Directs the purchasing of program equipment and supplies. Actively seeks funding for desired program activities; assists in the application of grants and ensures program meets grant requirements. Participates in departmental emergency planning and response activities. Promotes public health within the community. Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment and foster pride and professionalism in the workplace and community. Performs other duties as required.

Qualifications: Bachelor's of Science degree in Nursing or Health Systems Administration. Master's degree in a related field highly desired. Minimum three (3) years public health program experience required. Minimum one (1) year of management, supervisory, or other demonstrated leadership experience required. Bilingual preferred. Previous experience with budget preparation and fiscal oversight. Advanced knowledge of public health principles and practices. Ability to supervise, guide, train and motivate employees. Ability to establish and maintain effective working relationships with employees, internal and external contacts, staff and management of local, state and federal agencies and the general public. Ability to communicate effectively both verbally and in writing. Ability to develop long and short term planning, policies and procedures. Ability to communicate, motivate and organize projects among a broad spectrum of personnel, frequently under deadline pressure. Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization. Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner. Ability to respond in a flexible manner and reprioritize work as situations change. Ability to demonstrate sound judgment by taking appropriate action regarding questionable findings or concerns. Ability to identify problems and work creatively to resolve them, considering the impact of actions on Public Health. Ability to identify results of efforts and current or potential problems and develop and recommend corrective actions to supervisor. Knowledge and understanding of company policies and procedures. Ability to write and maintain accurate records and reports to meet management objectives. Ability to maintain the security of sensitive and confidential information. Ability to work independently and in a team environment. Skilled in training and presentation. Ability to perform under stress and when confronted with persons acting under stress. Skill in using a computer and various software packages including Microsoft Office. Maintain regular and punctual attendance. Must pass conditional post offer background investigation, physical examination, drug screen and motor vehicle record check.

Licenses/Certificates If a nurse, must possess and maintain a valid Registered Nurse License in the State of Colorado. Must possess and maintain a valid Colorado Driver's License. Must possess and maintain a valid CPR Certification.
