Position Description: Conducts highly advanced (senior-level) data and statistical programming, analysis, and research using SAS and SQL code and queries for the Cancer Epidemiology and Surveillance Branch (CESB). Leads internal data quality improvement projects and performs complex SAS programming to improve Texas Cancer Registry (TCR) data quality and address errors. Develops reports to monitor overall cancer registry data quality for TCR managers and staff. Applies technical expertise and background knowledge of cancer registries to serve as a resource for registry staff, Information Technology (IT) staff, and external stakeholders. Oversees and leads the creation of data files for the North American Association of Central Cancer Registries (NAACCR) and Centers for Disease Control and Prevention (CDC) Calls for Data, which includes establishing and implementing methods and procedures to assure data file integrity. Serves as a liaison with external agencies, other DSHS and HHS programs, and IT staff to identify data issues and develop and implement solutions to these issues. Evaluates and reviews the methodologies, and develops and reviews policies and procedures, of data quality improvement and research activities. Provides leadership and training to Epidemiology staff on identifying and resolving data quality issues, improving TCR data, conducting complex data linkages, and updating the Registry database. Serves as a liaison between the Epidemiology and Registry Operations teams, IT staff, and state and federal agencies to provide technical data solutions. Works under limited supervision, with extensive latitude for the use of initiative and independent judgment. May plan, assign, and/or supervise the work of others.

Qualifications: (1) Advanced skills in the use of SAS for data programming and analysis.

(2) Knowledge of the principles and methods of epidemiology and related biostatistics necessary for epidemiologic investigations/studies and analysis.

(3) Skill in conducting complex data linkages.

(4) Ability to analyze and report on cancer epidemiologic data.

(5) Ability to clearly, concisely and effectively express ideas and information both verbally and in written form.

(6) Ability to train, lead, assign, and prioritize staff workloads.

Organization Description: The Texas Department of State Health Services is the State health department for Texas. The Texas Cancer Registry (TCR) is a statewide, population-based registry that serves as the foundation for measuring the cancer burden in Texas, comprehensive cancer control efforts, health disparities, progress in prevention, diagnosis, treatment, and survivorship, and also supports a wide variety of cancer-related research. The TCR is one of the largest cancer registries in the United States, and currently meets the National Program of Cancer Registries (NPCR), Centers for Disease Control and Prevention (CDC) high quality data standards, and is Gold Certified by the North American Association of Central Cancer Registries (NAACCR).

The purpose and ultimate goal of the TCR is to collect, maintain, and disseminate the highest quality cancer data that will contribute towards cancer prevention and control—improving diagnoses, treatment, survival, and quality of life for all cancer patients.
