Position Description: The Communicable Disease Division focuses on preventing and controlling communicable disease and preparing for and responding to outbreaks in Eau Claire County. In 2018, this division provided surveillance and epidemiology follow-up on more than 1,800 reportable communicable diseases.

As a member of the Communicable Disease Division, primary duties include: • Prevention and control of communicable disease through investigation and case management. • Collaborate in the development and delivery of programs and activities that promote health and prevent communicable diseases. • Participate on community coalitions, committees and interagency committees in order to coordinate services, avoid duplication of efforts and represent the health department’s mission and vision. • Participate in the planning, implementation, review, and evaluation of communicable disease program policies and procedures. • Assist with the collection, reporting and analyzing of data to help drive effective and efficient programs. • Contribute to establishing and achieving grant and community-based health improvement initiative goals, objectives and outcomes. • Contribute to performance measurement and process improvement to improve quality.

Qualifications: Minimum qualifications: • Bachelor’s degree in nursing, public health, health education, health planning, epidemiology, administration, public communication, or other related field. • Bachelor’s degree from a college or university school of nursing which is accredited by the National League for Nursing or the Commission on Collegiate Nursing Education with a current Wisconsin license to practice as a registered nurse or Master’s degree in Public Health or related field preferred. • Professional experience in communicable disease, public/community health, including experience with data analysis or program planning preferred. • Understanding of public health practice and principles including levels of prevention, collaboration, and social justice desired. • Interpersonal communication, group process, and facilitation skills, including effectively communicating information to a wide variety of audiences. • Willingness to engage in continuous learning and training and demonstrated professional aptitude and ability to work independently. • Ability to contribute to work environment where continuous quality improvements in service and professional practice are pursued. • Ability to manage multiple tasks and priorities with extraordinary people skills. • A valid driver’s license and reliable transportation. • A passion for both public service and a work-life balance.

Essential Knowledge, Skills, and Abilities: • Knowledge of basic principles and practices of communicable diseases prevention and control. • Working knowledge of the use of community resources. • Ability to establish and maintain effective working relationships with public health officials, professional and lay groups, co-workers, and the general public. • Ability to learn and understand applicable public health laws. • Ability to establish priorities and maintain current knowledge over a broad range of subject matters. • Ability to use independent judgment, initiative and discretion in performing the duties without direct, immediate supervision. • Ability to communicate with individuals to exchange basic information and situation status, to consult on technical issues, and to address concerns and issues involving communicable disease and public health issues. • Ability to work collaboratively with individuals and groups from a wide variety of backgrounds, interests and experiences. • Ability to facilitate planning processes with diverse groups. • Skills and abilities of conflict resolution and effective listening with handling distressed persons and stressful situations. • Ability to professionally handle confidential information. • Public sensitivity for working with citizens and businesses that may be affected by controversial public health issues.
