Position Description:

JOB TITLE: Senior Program Manager

POSITION NUMBER: 1905-99999- PM- 01

ANTICIPATED START DATE: Two weeks after candidate identification

TRAVEL: As required to fulfill the responsibilities of the position

IHRC, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients.  The successful candidate will be a full-time employee of IHRC, Inc., and will serve as a Senior Program Manager. This position is contingent upon contract award.
 

SCOPE OF WORK
The Senior Program Manager will carry out the coordinated organization, direction and implementation of complex and interrelated projects to achieve outcomes and realize benefits of strategic importance.

MAJOR DUTIES AND RESPONSIBILITIES

  • Establish overall goals and objectives, and manage program projects through application of program and project management principles, practices, and techniques, coordinating multiple projects and their interdependencies
  • Develop detailed program management and other plans and schedules, estimate resource requirements, define milestones and deliverables, monitor activities to meet customer requirements, specifications, quality assurance standards and deliverable timeframes, and evaluate and report on accomplishments
  • Provide effective budget oversight
  • Document and track program risks and issues, establish mitigation plans, and take corrective actions as necessary
  • Provide effective management and utilization of resources across project
  • Ensure accurate stakeholder identification and maintain effective stakeholder communication
  • Ensure that deliverables are high quality and submitted on schedule  
  • Maintain ongoing client satisfaction and identify new business opportunities

Qualifications:

MINIMUM QUALIFICATIONS

Education and Experience:

  • BA/BS or equivalent experience and 15 years of prior relevant experience or Master’s degree with 10 years of prior relevant experience.

Required:

  • Direct program management experience providing solutions to government customers for at least 10 years and a proven record of effectively leading and managing large, cross- functional teams executing business.
  • Active PMP,  PgMP, or CSM certification
  • Excellent communication, leadership, teamwork, management and interpersonal skills
  • Expertise in project management methodology and techniques, including, but not limited to, integration, scope, schedule, cost, quality, resource planning, communications, risk management and mitigation, procurement, and stakeholder management
  • Ability to work effectively with a diverse set of stakeholders
  • Excellent critical thinking skills and the ability to derive innovative solutions to complex problems

Desirable:

  • Professional engineer certification, LEED AP Building Design + Construction (BD+C)
  • Experience in laboratory security and safety, quality assurance, or a related area
  • Experience working with U.S. Department of Health and Human Services (HHS)
  • Master's or other advanced degree from an accredited institution

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English
