Pursuing Excellence, Inspiring Innovation, Promoting Teamwork, and Embracing Service Under the supervision of the Director of Recruiting and Talent Management, the Work Force Development Consultant leads the planning, development, implementation and evaluation of the SCDHEC Workforce Development Plan (WFDP).

Builds the public health competency and capacity of DHEC's workforce. Increases and improves retention initiatives. Increases organizational alignment by identifying strategies to determine how the EPMS process will incorporate the use of public health and discipline specific competencies for career development. Develops and implements educational campaigns to inform the workforce and supervisors about required competencies and how to use them in writing Position Descriptions, in training plans, and in training through MySCLearning. Increases and evaluates employee recognition programs.

Manages the agency's student placement program and develop student related partnerships.

Develops retention plans for critical positions and identify talent within the agency that is Ready Now, 1-3 years, and 3-5.

Qualifications: State Minimum Requirements: A bachelor's degree and relevant program experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: A bachelor's degree in public health, environmental health science or related field and a minimum of three years (3) experience in project management and/or workforce development, to include planning and evaluation, developing objectives, monitoring of interventions for a large- scale organization.

Must have experience managing complex workforce projects, such as addressing agency-wide core competency gaps, prioritizing training needs, developing critical retention plans, student placement. Skilled in competency-based workforce development and competency modeling. Ability to work with survey tools such as SurveyMonkey and E-Learning. Excellent written and verbal skills. Strong computer skills particularly with Microsoft Office programs. Knowledge of learning management systems and their application to workforce development. Experience analyzing Turnover Data, WorkForce Planning, Career Mapping and Succession Planning. Ability to create and implement programs that connect employees with agency goals. Ability to maintain high levels of confidentiality, credibility and professionalism.

Preferred Qualifications A master's degree in public health or related field and a minimum of five (5) years in project management and/or workforce development in a large scale agency.
