THE POSITION: The City of Berkeley is now accepting applications for Supervising Public Health Nurse. This is the supervisory and highest level in the professional public health nursing class series with responsibility for nursing program planning, development, implementation, direction, supervision and evaluation. This class is distinguished from the Senior Public Health Nurse by its full supervisory responsibility over all nursing activities and staff. The Supervising Public Health Nurse will manage both the Family Support Services Unit and the Communicable Disease Prevention and Control Unit. The position coordinates and supervises the operation of health-related services which may include Targeted Case Management (TCM), communicable disease control, and other programs involving comprehensive case management, education, prevention, and collaboration with and coordination of community and medical resources. These services are delivered by a team of professional and paraprofessional staff that collaborate to ensure comprehensive health services are provided throughout the City of Berkeley. The supervisor uses principles of reflective practice and staff development to provide primary support and appropriate oversight to nurse case managers and other staff to build and model a strengths-based client-centered culture.

Typical duties include:•Plans, organizes, directs, assigns, reviews, and evaluates the work of nursing and support staff •Participates in the development and implementation of goals, objectives, policies and procedures for public health nursing activities •Plans, develops, implements, and evaluates public health nursing programs •Monitors and manages work load and productivity •Evaluates employee performance •Participates in the preparation and administration of the budget •Personally performs professional work in the areas of program responsibility •Participates in the selection of staff, and provides for their training and professional development •Confers with, and provides professional assistance to others on public health nursing and related matters, and facilitates decisions on difficult public health nursing problems •Conducts or directs the preparation of analytical studies •Prepares grant funding proposals to federal and State agencies, and other organizations •Maintains established standards of public health nursing and ensures services are rendered in conformance with State standards for local health jurisdictions, and department policy and procedure •Develops statistical information systems and analyzes data in support of program planning and development •Assists in protocol development and updates Procedure and Protocol Manual •Represents the City with community organizations, other agencies and the general public •Prepares a variety of periodic and/or special reports •Maintains current knowledge of public health nursing issues and topics, and monitors developments related to health promotion and public health matters in accordance with State required local health administration standards •Evaluates public health issue impacts on City programs and operations, and recommends policy and procedure improvements

Qualifications: EDUCATION: Equivalent to graduation from a four-year college or university accredited by the National League for Nursing, with major course work in nursing;

AND

EXPERIENCE: Four years of general public health nursing experience with involvement in project leadership, or program planning which included one (1) year of lead-level experience. A master's degree in public health or public health nursing is desirable.

OTHER REQUIREMENTS Possession of a valid California Registered Nurse License and a valid California State Public Health Nursing Certificate. Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, must maintain a valid California driver's license and a satisfactory driving record. Must be willing to work evenings or weekends.

KNOWLEDGE AND ABILITIES: Knowledge of: •Principles and practices of public health nursing •Principles and practices of effective employee supervision, including selection, training, evaluation and discipline •Applicable State, City and federal laws and guidelines regulating nursing practices, including the California Nursing Practice Act •Principles and practices of program development and management, including funding sources, grant proposal writing, program evaluation and fiscal management •Principles and practices of budgetary preparation, administration and control •Methods and procedures for developing and evaluating program quality control assurance and effectiveness in accordance with State standards for local health jurisdictions •Methods and procedures for collecting and compiling demographic and bio-statistical data •City, County, State, and federal welfare and social service programs and agencies •Principles and practices of public health education and instruction Ability to: •Plan, implement, coordinate, and evaluate the effectiveness of public health programs •Plan, organize assign, review, evaluate and direct the work of assigned staff •Identify program funding sources, and prepare grant application proposals, contracts and budgets •Interpret, explain and apply laws, regulations and policies relating to public health nursing programs and practices •Utilize demographic and bio-statistical data, and other information to evaluate public health needs •Analyze complex public health problems, evaluate alternatives, and make recommendations grounded in sound judgment •Identify and understand cultural patterns influencing community health practices •Represent the City with health officials, community organizations, other agencies, and the general public •Prepare clear, concise and complete reports, and other written material •Establish and maintain effective and productive relationships with those contacted during the course of work
