Position Description: The Opportunity The Contracts & Financial Specialist manages contracts and billing activities for the Office of Newborn Screening (NBS). Our office tests all infants born in Washington for a number of rare but treatable disorders using a dried blood spot specimen. Infants with these disorders usually appear healthy at birth and, without screening, the disorders are not likely to be detected and treated in time to prevent death or severe disability. Newborn screening is one of the most successful public health initiatives in the USA. Babies with these disorders can have serious health problems, but screening and early treatment can help our youngest Washingtonians grow up healthy! This position ensures all billing activities are completed timely and accurately, manages contracts with specialty care clinics, medical consultants, health insurance companies, and other service contracts. This position manages the financial aspects of the Metabolic Treatment Program (MTP), which distributes vital treatment products to families in need. You will also work with others to assist in program development, evaluation, and improvement efforts. Training and Development Plan The Contracts & Financial Specialist is a Health Services Consultant 3 (HSC3) position. This position may be filled at either the HSC3 level or Health Services Consultant 2 in- training to HSC3. If hired at the HSC2 level, you will be placed into a 12-month training plan. The plan will be a combination of the on-the-job training to learn specific tasks of billing, managing the NBS contracts and MTP program; and classroom/online training courses in DOH/State contracts and procurement procedures. Once the training plan is complete you will be promoted to the HSC3 level. Ongoing self-development opportunities are available through webinars, articles, various training platforms, and networking with other state programs. Salary levels HSC2: $3,964 - $5,205/month (Range 51) HSC3: $4,492 - $5,886/month (Range 56)

Primary Duties

Managing office billing programs. Contract management for clinics, consultants, health insurance and other services. Serving as the subject matter expert for contracts, program billing laws, protocols, and questions. Working with multiple partners to ensure accurate billing and accounts receivable. Creating financial summary reports for funding projections and write-offs. Negotiating and processing contract bids, amendments and renewals. Identifying opportunities for process improvement and work with others to streamline methods.

Qualifications: Required to enter at the Health Services Consultant 2 level:

Option 1: Bachelor's degree or higher in public health, health administration, finance, accounting or a related field. One (1) year of government contract management experience. Intermediate level experience using MS Excel.

Option 2: Five (5) years of experience working in public health, government contract management or healthcare administration. Intermediate level experience using MS Excel.

Required to enter at the Health Services Consultant 3 level: Master's degree or higher in public health, health administration, finance, accounting or a related field. Two (2) years of government contract management experience. Intermediate level experience using MS Excel.
