Position Description: Responsibilities The Associate Program Research Specialist will work in the Public Health Information Group overseeing program performance measurement and directing evaluation activities for the New York State Asthma Control Program (NYSACP). The incumbent will develop and oversee the implementation and monitoring of performance measurement systems; manage data collection, data management and analysis activities; and design and implement evaluation plans for the New York State Asthma Control Program (NYSACP); design and execute surveillance activities to support analysis and reporting on asthma including the maintenance and expansion of the asthma performance dashboard data visualizations for internal and external NYSACP partners; develop and implement the evaluation projects including the Healthy Homes Value- based Purchasing Pilot project for the expansion of evidence-based asthma services; supervise staff; responsible for grant proposal development, implementation and reporting; and perform other appropriate related duties.

Qualifications: Minimum Qualifications A Bachelor’s degree in Public Health, Epidemiology, Health Informatics, Statistics and four years of experience in the collection and evaluation of data; OR an Associate's degree in a related field and six years of such experience; OR eight years of program management experience. A Master’s degree in a related field may substitute for one year of experience.

Preferred Qualifications Master's degree in Public Health or related field and four years of experience in public health research, surveillance, and evaluation. Proficiency in data analysis, database and statistical software, interpretation and dissemination of data for varied audiences, and provision of surveillance and evaluation technical assistance. Experience creating technical or written reports which include graphs and charts depicting visual descriptions of data and findings and presenting results and data findings to both technical and non- technical audiences. At least three years of experience working with health-related large- scale complex datasets (emergency department, hospital discharge, vital statistic, BRFSS, and/or Medicaid data). Proficiency in using SAS including SAS BASE, SQL, GRAPH, STAT, ODS, MACRO. Experience supervising staff.
